On the fourth day of the proceedings, 10 November 2022, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Biljana Djordjevic, Nebojsa Zelenovic, Bosko Obradovic, Sanja Maric, Sanja Miladinovic, Slavica Radovanovic, Marinika Tepic, Dr Tatjana Jovanovic and Djordje Todorovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct a debate in detail on the Bill amending and modifying the Republic of Serbia 2022 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan.

In the course of the proceedings, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Marko Keselj before the expiry of the term he was elected for, and based on the Decree of the Republic Electoral Commission on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the verification of the term of office of MP Nenad Filipovic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA, who subsequently took the oath of office. Mirko Ostrogonac, elected from the Electoral List TOGETHER FOR VOJVODINA – VOJVODJANI (DEMOCRATIC ALLIANCE OF CROATS IN VOJVODINA, TOGETHER FOR VOJVODINA) whose term of office had been verified at an earlier date, also took the oath of office.

As the National Assembly had completed the debate in principle and in detail on the Bill amending and modifying the Republic of Serbia 2022 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, the Chair, National Assembly Speaker Dr Vladimir Orlic set Thursday, 10 November 2022, as Voting Day on item 1 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022, starting at 3.10 pm.

On Voting Day, 10 November 2022, the MPs adopted the Bill amending and modifying the Republic of Serbia 2022 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, by majority vote.

The MPs the proceeded to complete a debate in detail on the Bill on the Provisional Financial Assistance Register of Citizens of the Republic of Serbia Aged 16 to 29 and the Bill amending the Law on Pension and Disability Insurance.

As the National Assembly had completed the debate in principle and in detail on the remaining items on the agenda, the Chair, National Assembly Speaker Dr Vladimir Orlic set Thursday, 10 November 2022, as Voting Day on items 2 to 18 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022, starting at 5.50 pm.

On Voting Day, 10 November 2022, the National Assembly adopted, by majority vote, the Bill on the Provisional Financial Assistance Register of Citizens of the Republic of Serbia Aged 16 to 29, Bill amending the Law on Pension and Disability Insurance, Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and Abu Dhabi Fund for Development to Finance Support the General Budget of the Republic of Serbia, Bill on the Confirmation of the Facility Agreement China Export and Credit Insurance Corporation insured facility of up to EUR 79,916,833.43 to finance the removal of the old Sava Bridge and the construction of a new steel arch bridge between the Republic of Serbia, represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower, BNP PARIBAS SA as Arranger, BNP PARIBAS FORTIS SA/NV and BNP PARIBAS SA as Original Lenders, and BNP PARIBAS SA as Agent, Agreement on amendments and modifications no.1 of 19 May 2022 and Agreement on amendments and modifications no.2 of 20 October 2022, and the Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia for the Programme Water Supply and Wastewater Treatment in Medium-Sized Municipalities in Serbia VI (Phase II).

On Voting Day, the National Assembly elected Vojislav Mihailovic Deputy Speaker of the National Assembly of the Republic of Serbia by roll call, by 167 votes. National Assembly Speaker Dr Vladimir Orlic congratulated, on behalf of the MPs and on his own behalf, Vojislav Mihailovic on being elected National Assembly Deputy Speaker.

On Voting Day, by majority vote, the MPs also adopted the Proposal of the Decision on the Appointment of the Assistant Secretary General of the National Assembly of the Republic of Serbia, appointing Dragana Odovic and Vladimir Dimitrijevic assistant secretaries general of the National Assembly of the Republic of Serbia, whom the National Assembly Speaker congratulated and whished success.

By majority vote, the National Assembly also passed the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, with correction, submitted by the Social Democratic Party of Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the HOPE – NEW DSS – POKS Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, with correction, submitted by the PUPS – Solidarity and Justice Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the UNITED – SSP, PSG, OVERTURN, SLOGA Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the WE HAVE TO – TOGETHER Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Party Oathkeepers Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Parliamentary Group.

The National Assembly went on to pass, by majority vote, the Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions and the Proposal of the Decision amending the Decision on the Composition of the Stabilisation and Association Parliamentary Committee.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.
