Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023 for Friday, 21 April 2023, starting at 10 am.


The following agenda was proposed for the sitting:

  1. Bill on Electronic Communications, submitted by the Government;
  2. Bill on Health and Safety at Work, submitted by the Government;
  3. Bill amending and modifying the Law on Waste Management, submitted by the Government
  4. Bill amending and modifying the Law on Incentives in Agriculture and Rural Development, submitted by the Government;
  5. Bill amending and modifying the Law on the Use of Renewable Energy Sources, submitted by the Government
  6. Bill Giving Guarantee by the Republic of Serbia for the OTP BANK NYRT, OTP Banka Srbija a.d. Novi Sad and DSK BANK AD for Payment of Liabilities of the Public Company “Srbijagas” Novi Sad, submitted by the Government;
  7. Bill Giving Guarantee by the Republic of Serbia in favour of the German Development Bank KfW, Frankfurt am Main, on behalf of the Joint Stock Company "Elektromreza Srbije", Belgrade (project "Trans-Balkan Electricity Corridor, section 4 - 2x400 kV DV Bajina Basta (RS) - Pljevlja (ME) - Visegrad (BiH)"), submitted by the Government;
  8. Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;
  9. Bill on the Confirmation of the Loan Agreement (Local Infrastructure and Institutional Development Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  10. Bill on the Confirmation of the AFD AGREEMENT N° CRS 1024 01 C Credit Facility Agreement between Agence Française De Developpement as the Lender and the Republic of Serbia the Borrower, submitted by the Government;
  11. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Cooperation in the Field of Culture, Education and Science, submitted by the Government;
  12. Bill on the Confirmation of the Agreement on the Recognition of Professional Qualifications for Doctors of Medicine, Doctors of Dental Medicine and Architects in the Central European Free Trade Agreement Context, with Annex I, Annex II and Annex III, submitted by the Government;
  13. Bill on the Confirmation of the Western Balkans Agreement on the Recognition of Higher Education Qualifications, submitted by the Government;
  14. Bill on the Confirmation of the Agreement on Freedom of Movement with Identity Cards in the Western Balkans, submitted by the Government;
  15. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Mutual Encouragement and Protection of Investments, submitted by the Government;
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary amending and modifying to the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Border Control in Road, Rail and Water Transport, submitted by the Government;
  17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Austria on Military Cooperation, submitted by the Government;
  18. Bill on the Confirmation of the Serbian Education Infrastructure FL Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  19. Bill on the Confirmation of the Connected Schools in Serbia B Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  20. Bill on the Confirmation of the EPS Liquidity Loan Guarantee Agreement between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  21. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on the Establishment of Cultural-Information Centres in Skopje and Belgrade, submitted by the Government;
  22. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on Cooperation in the Fields of Education, Science, Culture, Media, Youth and Sports, submitted by the Government;
  23. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Australia, submitted by the Government
  24. Bill on the Confirmation the Comprehensive Strategic Partnership Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, submitted by the Government;
  25. Bill on the Confirmation the Agreement between the Republic of Serbia and the United Kingdom of Great Britain and Northern Ireland on the Readmission of Persons Residing Illegally, submitted by the Government;
  26. Proposal of the Decision on the termination of office of judge of the Constitutional Court, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  27. Proposal of the Decision to Grant Consent to the Decision on the Energy Agency of the Republic of Serbia 2023 Financial Plan Rebalance, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  28. Proposal of the Conclusion on the presented European Commission's 2022 Report on the Republic of Serbia, submitted by 11 MPs of the National Assembly of the Republic of Serbia.
The MPs accepted the proposal of National Assembly Speaker Dr Vladimir Orlic to complete a joint debate in principle and single debate items 1 to 28 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate, with the bills being presented by representatives of the submitters Minister of Information and Telecommunications Dr Mihailo Jovanovic, Minister of Labour, Employment, Veteran and Social Affairs Nikola Selakovic, Minister of Environmental Protection Irena Vujovic, Minister of Agriculture, Forestry and Water Management Jelena Tanaskovic, Minister of Mining and Energy Dubravka Djedovic and Minister of European Integration Prof. Dr Tanja Miscevic.

The National Assembly conducted the joint debate in principle and single debate on the items on the agenda for the remainder of the day.

On the second day of the proceedings, 25 April 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Prof. Dr Djordje Pavicevic, Rozalia Okresz, Milovan Jakovljevic, Nikola Nesic, Strahinja Erac, Srdjan Milivojevic, Marina Lipovac Tanaskovic, MA Nenad Tomasevic, Djordjo Djordjic, Zoltan Dani and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs conducted and concluded the joint debate in principle and single debate on all the items on the agenda.

On the third day of the proceedings, 27 April 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Robert Kozma, Milija Miletic, Danijela Nestorovic, Radmila Vasic, Dragana Miljanic, Sanja Miladinovic, Ivana Paralic, Ma Nenad Tomasevic, Prof. Dr Janko Veselinovic, MA Tatjana Jovanovic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on the Bill on Electronic Communications, submitted by the Government.

By the end of the workday the National Assembly completed the debate in detail on the Bill on Electronic Communications and the Bill on Health and Safety at Work. The MPs also commenced and for the remainder of the workday conducted a debate in detail on the Bill amending and modifying the Law on Waste Management.

On the fourth day of the proceedings, 28 April 2023, the National Assembly continued the debate in detail on the Bill amending and modifying the Law on Waste Management, submitted by the Government.

By the end of the day, the National Assembly completed the debate in detail on the Bill amending and modifying the Law on Waste Management, as well as on the Bill amending and modifying the Law on Incentives in Agriculture and Rural Development and the Bill amending and modifying the Law on the Use of Renewable Energy Sources.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Dr Vladimir Orlic set Friday, 28 February 2023, as Voting Day on all the items on the agenda of the Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023, starting at 8 pm.

On Voting Day, 28 April 2023, the National Assembly adopted, by majority vote, the following:

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023.
