Second Sitting of the Committee on Urban Planning and Construction

At its second sitting held on 3 October, the Committee on Urban Planning and Construction discussed the Bill on the confirmation of the Framework Contract of Loan concluded between the Republic of Serbia and the Council of Europe Development Bank and acquainted itself with the Programme of activities of the Ministry of Infrastructure, paying special attention to the legislative activity.



At its second sitting held on 3 October, the Committee on Urban Planning and Construction discussed the Bill on the confirmation of the Framework Contract of Loan concluded between the Republic of Serbia and the Council of Europe Development Bank and acquainted itself with the Programme of activities of the Ministry of Infrastructure, paying special attention to the legislative activity.

The sitting was chaired by the Committee Chairman, Dejan Perjancic, and was also attended by the State Secretary of the Ministry of Infrastructure, Mihajlo Markovic, Assistant for construction at the Ministry Alexandra Petrovic-Damjanovic, Director of the Building Directorate of Serbia, Dejan Vasovic and Assistant Director of the Directorate, Vlada Potparevic.

The Committee Chairman informed the members that, although the Committee on Urban Planning and Construction is not committee responsible for discussing the Bill on the confirmation of the Framework Contract of Loan concluded between the Republic of Serbia and the Council of Europe Development Bank, due to great interest and at the request of the Members of Parliament he convened a sitting to discuss this issue.

Ministry Assistant for construction, Alexandra Petrovic-Damjanovic elaborated the Bill to the Committee members emphasising that the Ministry of Infrastructure is just an indirect participant in the matter of the loan, while the Government of the Republic of Serbia thus obligated the Building Directorate of Serbia to realise the project of landslide recoveries in Serbia. She informed the Committee members that the most endangered municipalities are Trstenik, Brus and Valjevo and that the first stage of landslide recovery in central Serbia, comprising 22 municipalities, is completed. According to the contract, the requested funds to aid the most endangered areas amount to 10 million euros.

Assistant Director of the BDS, Vlada Potparevic, pointed out that the recovery of areas afflicted by floods and landslides in Serbia has been underway for two years. In the first stage of the recoveries 18 000 square meters of housing space had been built, while the second stage has construction work planned in 50 municipalities in Serbia endangered by landslides, which will include the construction of infrastructure in addition to residential areas. He also announced the need for the ratification of another Contract with CEB Bank in the upcoming period.

After the discussion on these items on the agenda, the Committee members stated that they were acquainted with the Bill on the confirmation of the Framework Contract of Loan concluded between the Republic of Serbia and the Council of Europe Development Bank.

Subsequently, State Secretary of the Ministry, Mihajlo Markovic, presented the Programme of activities of the Ministry of Infrastructure, announcing the composition of ten legal acts regulating the area of infrastructure to correspond to European Union standards.
