Public Hearing on Landfills in the Republic of Serbia

The National Assembly House hosted the fourth public hearing organised by the Environmental Protection Committee, with the topic “Landfills in the Republic of Serbia”.


The public hearing was opened by Environmental Protection Committee Chairman Dr Branislav Blazic.

The Head of the Waste Management Department at the Ministry of Agriculture and Environmental Protection Radmila Serovic informed the participants of the public hearing about the situation in the landfills in Serbia and the Ministry’s activities in the near future. Radmila Serovic briefly outlined the 2010 National Waste Management Strategy saying that it was currently being reviewed so as to be adjusted to European standards. She said that the Waste Management Law is planned to be amended and modified in the upcoming period and pointed out the need to pass by-laws to govern the field.
The participants of the public hearing were also addressed by the Director of the Regional Waste Management Centre Duboko, Uzice, Nedeljko Milosavljevic and CEDEF Executive Board Chairperson Jovanka Arsic Karisic who spoke of the environmental and health hazards posed by landfills. She said that CEDEF offers recommendations and suggestions as regards landfills such as education for local self-governments and the general populace, setting up waste monitoring projects in the Republic of Serbia, reduction in bio-degradable waste deposits, re-cultivation of old landfills, establishment of regional centres and setting up sanitary landfills, as well as dumpsites for the treatment of medical and pharmaceutical waste. The CEDEF representative underlined the importance of inter-municipal cooperation, saying that CEDEF can offer actual models of inter-municipal agreements.
The public hearing was also attended by the Vice-Chairman of the Executive Board of Serbian Waste Industry Association “Hrabri cistac” (“Brave Cleaner”) Slobodan Cvetkovic and the Technical Manager of company Opticus NAUE Marko Popovic, as well as representatives of the civil sector.
The participants of the public hearing mainly shared the problems encountered at the local level and discussed possible waste management models for the landfills, appealing for more support to the civil sector and civic participation in the decision making process.

The public hearing was organised with the support of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC) via project Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia.
