Public Finance Supervision Portal Presentation

On 24 January 2018, the National Assembly hosted a presentation of the Public Finance Supervision Portal for the representatives of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC) with whose support the Portal is being developed at the National Assembly by the Committee on Finance, State Budget and Control of Public Spending, as part of project “Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia – phase two”.

The Portal was presented to 22 UNDP and SDC representatives by MPs Gordana Comic, National Assembly Deputy Speaker, and Milorad Mijatovic, member of the Committee on Finance, State Budget and Control of Public Spending and head of the Focus Group for the Development of Control Mechanisms for the Process of Implementation of the Sustainable Development Goals in the Republic of Serbia.

National Assembly Secretary General Svetislava Bulajic also addressed the assembly and spoke about the importance of the project.

The presentation focused on the significance of the Portal as a software tool which facilitates the MPs access to essential information enabling them to directly and efficiently monitor how the Serbian budgetary funds are being spent, at the same time indirectly strengthening the National Assembly’s control role and transparency.

Public Finance Supervision Portal project aims to help strengthen the National Assembly’s control role and transparency, and in later stages increase public involvement in the legislative process by establishing two-way communication between the MP and the public so as to better monitor and control public spending. The initial idea was to make it possible for the MPs to view different databases on public spending, and compare, analyse and organize said data into functional reports on budgetary spending.

Launching the Public Finance Supervision Portal in full would make the National Assembly part of a small group of national parliaments which monitor public spending in a similar manner.

The participants were then presented the Portal itself, its mode of operation and use with the help of representatives of Informatika a.d., the company developing the software.
