Ninth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Ninth Special Sitting of the National Assembly of the Republic of Serbia in its 12th legislature for Wednesday, 29 December 2021, starting at 10 am.


The National Assembly adopted the following agenda:

  1. 2020 Activity Report, submitted by the Anti-Corruption Agency, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending of 15 December 2021;
  2. Commissioner for Protection of Equality 2020 Regular Annual Report, submitted by the Commissioner for Protection of Equality, accompanied by the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 22 December 2021;
  3. Ombudsman’s 2020 Regular Annual Report, submitted by the Ombudsman, accompanied by the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 22 December 2021 and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 23 December 2021, and
  4. Commissioner for Information of Public Importance and Personal Data Protection 2020 Activity Report, submitted by the Commissioner for Information of Public Importance and Personal Data Protection, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 23 December 2021.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on all the items on the agenda.

The proposed acts were presented by the Chairman of the Committee on Human and Minority Rights and Gender Equality Dr Muamer Bacevac, Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic and authorised representative of the Committee on the Judiciary, Public Administration and Local Self-Government Djordje Dabic, as representatives of the submitters.

The sitting was attended by the following representatives of independent state bodies: Director of the Anti-Corruption Agency Dragan Sikimic, Ombudsman Zoran Pasalic, Commissioner for Protection of Equality Brankica Jankovic and Commissioner for Information of Public Importance and Personal Data Protection Milan Marinovic who addressed the MPs.

As the National Assembly had completed the joint single debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Marija Jevdjic, set Wednesday, 29 December 2021, as Voting Day on all the items on the agenda of the Ninth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 5.30 pm.

Voting Day

On Voting Day, 29 December 2021, by majority vote, the National Assembly passed the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending on the 2020 Activity Report submitted by the Anti-Corruption Agency.
The MPs also adopted the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality on the Commissioner for Protection of Equality 2020 Regular Annual Report submitted by the Commissioner for Protection of Equality.

The MPs went on to adopt the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government on the Ombudsman’s 2020 Regular Annual Report submitted by the Ombudsman.

The National Assembly also passed the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government on the Commissioner for Information of Public Importance and Personal Data Protection 2020 Activity Report submitted by the Commissioner for Information of Public Importance and Personal Data Protection.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Ninth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature, closing the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.

The session was ended by the national anthem of the Republic of Serbia, “God of Justice”, performed by ensemble “Nocturne''.
