National Assembly Standing Delegation Takes Part in SEECP PA Plenary

The members of the National Assembly’s standing delegation to the South East Europe Cooperation Process Parliamentary Assembly (SEECP PA) took part in the SEECP PA Plenary Session in Skopje, on 18 and 20 June 2024. The delegation was headed by National Assembly Deputy Speaker Snezana Paunovic and also included delegation member Goran Milic.


On day one, the General Committee for Economy, Infrastructure and Energy had a meeting which Goran Milic took part in, as did the Standing Committee, where the participants agreed on the final text of the Declaration.

The Deputy Speaker of the National Assembly of Serbia Snezana Paunovic took part in the meeting of the Standing Committee where she said that the amendments proposed by Pristina to the Draft Declaration of the South East Europe Cooperation Process Parliamentary Assembly (SEECP PA) were absolutely tendentiously submitted with the aim of provoking Belgrade and emphasised that the Belgrade delegation opposes amendments that call for the entry of so-called Kosovo into the Council of Europe, because it, as part of the territory of Serbia, is already in that organisation. She thanked Ljubljana, Athens and Bucharest for their principled stance and the decision to reject the proposed amendments and added that Pristina's amendments are completely incompatible with what the idea of the Declaration represents. She also pointed out that the amendments aimed to impose so-called Kosovo as a topic through direct reference to Pristina's potential membership in the Council of Europe and the events in Banjska, although the SEECP Parliamentary Assembly is not an organisation that should specifically deal with Pristina.

"It is interesting that they are trying to present Banjska as a terrorist attack, and they did not have an answer to my question, what is the name for Kosovo policeman's shooting of Serbian children on Christmas. She stressed that Smajic today continued with the wrong and destructive policy of Bosnia and Herzegovina toward Serbia which builds on the recently adopted UN General Assembly Resolution on Srebrenica.

The 11th Plenary Session of the SEECP PA was held on day two. At the beginning of the Plenary Session, Afrim Gashi, the President of the Parliamentary Assembly of SEECP and the newly elected President of the Assembly of North Macedonia addressed the participants.

In the address of the heads of delegations on the topic "Enhancing regional cooperation through the promotion of economic development – South East Europe 2030 Strategy", Snezana Paunovic said that the National Assembly has been actively participating in the meetings of the South East Europe Cooperation Process Parliamentary Assembly for years, in the desire to contribute to the improvement of economic cooperation and achieving peace and stability in the region of South East Europe. She pointed out that we are aware that there is room for our mutual relations to be further improved, to gain momentum and result in concrete forms of project cooperation that will directly promote better life for our citizens, and stated that it is important that the members of the National Assembly are part of all regional parliamentary forums. She said that the commitment of the Republic of Serbia to regional cooperation is not merely declarative, and that it is confirmed daily through our cooperation with our neighbours in the region, as well as by the constructive, peaceful and diplomatic resolution of all issues of importance for the region we live in. She stated that as a region, we must remain very careful and responsible, as well as cooperate as sincere partners, in view of the seriousness of the geopolitical situation, the scale of the challenges and the need for adequate responses to the crises we are facing. She explained that we are aware of our responsibility and the need to find answers to solve current challenges through coordinated action, and that the first step in that direction is political will, which must be followed by concrete activities and measures. She said that Belgrade is still determined to resolve all open issues through dialogue and in good faith - as a responsible and predictable partner, and above all in accordance with the principles of international law. She said that as a country, we are actively committed to the reform processes, and we are fully contributing to initiatives, policies and peace missions in accordance with our EU accession. She said that the dynamics of European integration is extremely important for preserving the reform momentum of candidates for EU membership, and a significant incentive to reach the criteria for membership, primarily in the interest of the citizens of the region. That is why, she emphasised, we welcome concrete support from the EU for the Western Balkans’ enlargement perspectives, especially for those who consistently implement reforms and harmonise legislation with the EU acquis, but, she added that at the same time, this is exactly why the European Union must remain consistent in respecting the principles and policy of dialogue and compromise and must not remain silent on the challenges in the region, which threaten to destabilise this area.

She said that it is important to become a region with a high level of digital and technological development, in order to respond to the economic challenges of the 21st century, and to become a more competitive player on the global market, which requires a joint response and the establishment of even more intensive regional cooperation. For us, the CEFTA agreement, Western Balkans Fund, Regional Youth Cooperation Office, Southeast Europe Transport Community, Western Balkans Chamber Investment Forum and the conclusion of the Agreement on the Reduction of Roaming Charges in the Western Balkans region are particularly important. She especially highlighted the Open Balkans as a good example of regional cooperation, and accordingly wished Tirana a successful next presidency. She emphasised the impact the new high-speed railway between Belgrade and Budapest will have on the region, and invited other participants of the SEECP PA to think about ventures of this kind in the rest of our region in the future.

In her address at the Plenary Session, during the discussion on item 6 of the agenda: "Adoption of reports and resolutions of the general committees" where the topic was the adoption of reports and resolutions prepared by Pristina during its presidency of the General Committee for Social Development, Education, Research and Science and the General Committee for Justice, Home Affairs and Security Cooperation, Snezana Paunovic pointed out that Article 9 of the Parliamentary Assembly’s Rules of Procedure states that in addition to resolutions, recommendations and reports, the agenda and the list of participants are also considered official documents and that in all of these documents, during this year's presidency of the general committees by Pristina, we see that the agreed rules on status neutrality were not respected, and that so-called Kosovo appears in each of them with various emblems of its quasi-statehood, which is absolutely unacceptable. She reminded the attending of the important acts by which, during Ljubljana's presidency in 2018, the status-neutral participation of Pristina in the SEECP was accepted by consensus of all the participants, as well as the letter sent by the Greek delegation earlier in the year. She pointed out that because of this, our delegation will not vote for the reports and resolutions prepared by Pristina. The reports and resolutions prepared by the Pristina delegation were not adopted, and our and the Athens delegation voted against, while the Bucharest delegation abstained.
At the end of the meeting, the final text of the Declaration was adopted without the amendments submitted by Pristina.
