National Assembly Standing Delegation Takes Part in PACE Autumn Session

The standing delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of the Council of Europe (PACE) is taking part in the PACE Autumn Session held in Strasbourg, 9 to 13 October 2023.


Parliamentarians will hold an exchange of views with Didier Reynders, European Commissioner for Justice. Latvian Foreign Minister Krisjānis Kariņs, Chair of the Committee of Ministers, will report on the work of the Council of Europe’s executive body, and Council of Europe Secretary General Marija Pejcinovic Buric will hold question time with members.

Other topics on the agenda include the challenge of far-right ideology to democracy and human rights in Europe, how to combat violence against women with disabilities, the humanitarian crisis in Afghanistan and the role of the Council of Europe in preventing conflicts, restoring the credibility of international institutions, and promoting global peace.

At the opening of the Autumn Session, the Assembly decided to hold three urgent debates on "Humanitarian situation in Nagorno-Karabakh", "Call for the immediate release of Osman Kavala" and "Ensuring a just peace in Ukraine and lasting security in Europe", as well as two current affairs debates on "Escalation of violence in the Middle-East following the recent Hamas attack on Israel" and "The situation in the North of Kosovo* following the recent attack and the need for de-escalation".

Head of the delegation Biljana Pantic Pilja, Stefan Jovanovic and Elvira Kovacs took part in the current affairs debate on "The situation in the North of Kosovo* following the recent attack and the need for de-escalation" held on Monday.

Biljana Pantic Pilja expressed her regret for the tragic events of 24 September, pointing out that Serbs in Kosovo-Metohija live in terrible conditions and that 11% of Serbs have left their homes since A. Kurti came to power. She asked whether the international community supports the ethnic cleansing of Serbs from Kosovo-Metohija. She appealed not to make premature conclusions about the events in Banjska, until all the facts are established. She stressed that Serbia will take all the necessary steps in that regard. She pointed out that Serbia is committed to stability and dialogue, as well as respecting international law without double standards, that is, preserving the territorial integrity and sovereignty of every country. "It is not Serbia that violates, destroys or takes away someone's territory. The root of the problem is in Kurti's regime," Pantic Pilja concluded.

Elvira Kovacs said that the only way out of the situation is opening the perspective of regional cooperation, overcoming the politicised gap flooded with nationalist hysteria and pseudomythomania, promoting the importance of the ethics of political responsibility, restarting the dialogue that is essential for strengthening regional security processes.

"Fully understanding that the EU accession process and the normalisation process should run parallel, Serbia will remain fully committed to the continuation of the normalisation process and the dialogue with Pristina," Kovacs concluded.

Stefan Jovanovic emphasised that "west of the Ukrainian front, Serbs in Kosovo-Metohija are the most endangered ethnic group on the European continent". "The Serbian community in Kosovo-Metohija is under constant threat from Pristina’s provisional authorities, which use conventional and unconventional methods of ethnic violence, consistently putting pressure on the Serbian population to leave their homes," Jovanovic stressed.

The delegation comprises Biljana Pantic Pilja, Head of the delegation, Elvira Kovacs, Dubravka Filipovski, Dunja Simonovic Bratic, Stefan Jovanovic and Tatjana Pasic.
