National Assembly Speaker Meets with Head of the ODIHR Observation Mission

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic met today with the Head of the ODIHR Observation Mission, Ambassador Lamberto Zannier.


Brnabic said she was glad parliamentary dialogue was established between the MPs’ groups, within which all parties expressed agreement at the very beginning and a broader social consensus was reached that all the ODIHR recommendations for the improvement of election conditions from the Final Report on the Observation of the parliamentary elections held on December 2023 should be fulfilled.

She informed the Ambassador about the demands presented by the opposition within the dialogue. She said that the opposition's request to combine all local elections with the Belgrade elections was fulfilled, so that, after the adoption of the necessary legal changes, local elections were also called for 2 June in 89 cities, municipalities and city municipalities in the Republic of Serbia.

She also said that the opposition's request regarding changes to the Law on the Single Electoral Roll was accepted, although this request violates the electoral rights of the voters to whom this request refers.

Regarding the opposition's demand for the formation of a commission for the continuous supervision of the voter list, Brnabic said that this has also been fulfilled, and that a working group has been established in the National Assembly to deal with the improvement of the electoral process through consideration of all ODIHR recommendations and all ODIHR final reports and other opinions and proposals for the improvement of the electoral process and practice. She also pointed out that the opposition rejected her proposal to form a second working group to monitor the single voter list, but had an explicit request that, through appropriate amendments to the law, a commission be formed that, in accordance with their requests, would deal with all those issues that were supposed to be dealt with by a working group whose formation was rejected, which was finally accepted.

Brnabic said that other additional agreements and broader social consensus were reached on issues important for the conduct of the upcoming local elections, adding that she remains absolutely committed to the implementation of the ODIHR recommendations for the sake of improving the electoral process in the future, as well as furthering political pluralism, flexibility and dialogue.

Ambassador Zannier welcomed the Speaker's personal commitment to everything that has been done to improve the electoral process and pointed out that it is very important to continue this in the future in order to maintain continuity, reduce polarisation and tensions in the political dialogue.
