National Assembly Speaker Convenes Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024 for Monday, 25 November 2024, starting at 10 am.

The following agenda was proposed for the sitting:

  1. Republic of Serbia 2025 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2025 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2025 Financial Plan, submitted by the Government;
  2. Bill amending and modifying the Law on Games of Chance, submitted by the Government;
  3. Bill amending and modifying the Energy Law, submitted by the Government;
  4. Bill amending the Law on Pension and Disability Insurance, submitted by the Government;
  5. Bill amending the Law on Higher Education, submitted by the Government;
  6. Bill on Services, submitted by the Government;
  7. Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the Government;
  8. Bill on Granting the Guarantee of the Republic of Serbia in favour of German Development Bank KfW, Frankfurt am Main for the Borrowing of JSC Elektromreza Srbije (EMS), Belgrade (project “Regional Programme for Energy Efficiency in the Transmission Sector II – Trans-Balkan Electricity Corridor, Section III and Section IV”), submitted by the Government;
  9. Bill amending and modifying the Public Property Law, submitted by the Government;
  10. Bill on the Indebtedness of the Republic of Serbia from Banka Postanska Stedionica a.d. Beograd, for the purpose of financing Project Construction of a Tunnel Connection between Karadjordjeva Street and the Danube Slope, submitted by the Government;
  11. Bill amending the Deposit Insurance Law, submitted by the Government;
  12. Bill on the Deposit Insurance Agency, submitted by the Government;
  13. Bill on the Indebtedness of the Republic of Serbia from Banka Postanska Stedionica a.d. Beograd, for the purpose of financing Project Construction of roads with infrastructure in Makisko Polje, submitted by the Government;
  14. Bill amending and modifying the Excise Tax Law, submitted by the Government;
  15. Bill amending and modifying the Law on Limiting the Disposal of Assets for the Purpose of Preventing Terrorism and the Spread of Weapons of Mass Destruction, submitted by the Government;
  16. Bill amending and modifying the Budget System Law, submitted by the Government;
  17. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  18. Bill on the Republic of Serbia 2023 Budget Final Financial Statement, submitted by the Government;
  19. Bill amending and modifying the Law on Contributions for Mandatory Social Insurance, submitted by the Government;
  20. Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
  21. Bill amending and modifying the Property Tax Law, submitted by the Government;
  22. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
  23. Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government;
  24. Bill amending and modifying the Corporate Income Tax Law, submitted by the Government;
  25. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  26. Bill on Electronic Delivery Notes, submitted by the Government;
  27. Bill amending and modifying the Law on Incentives in Agriculture and Rural Development, submitted by the Government;
  28. Bill amending and modifying the Law on Communal Activities, submitted by the Government;
  29. Bill on Control of Major-Accident Hazards Involving Dangerous Substances, submitted by the Government;
  30. Bill on Strategic Environmental Impact Assessment, submitted by the Government;
  31. Bill on Environmental Impact Assessment, submitted by the Government;
  32. Bill amending and modifying the Criminal Code, submitted by 105 members of the National Assembly of the Republic of Serbia;
  33. Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Union on actions carried out by the European Border and Coast Guard Agency in the Republic of Serbia, submitted by the Government;
  34. Bill on the Confirmation of the Loan Agreement (Project Construction of BIO4 Campus in Belgrade) between the Saudi Fund for Development and the Republic of Serbia, submitted by the Government;
  35. Bill on the Confirmation of the Loan Agreement - Project Development of Transmission System Operator (Phase 1) Project between the Saudi Fund for Development and the Republic of Serbia, submitted by the Government;
  36. Bill on the Confirmation of the Loan Agreement (Project Strengthen Irrigation Infrastructure in Different Areas) between the Saudi Fund for Development and the Republic of Serbia, submitted by the Government;
  37. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia represented by the Government of the Republic of Serbia by and through the Ministry of Finance for Project “Good Jobs for Serbia”, submitted by the Government;
  38. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Austria on reciprocal access to the labour market for dependants of members of diplomatic missions and career consular missions, submitted by the Government;
  39. Bill on the Confirmation of the Council of Europe Convention on the Manipulation of Sports Competitions, submitted by the Government;
  40. Bill on the Confirmation of the Council of Europe Convention on the on an Integrated Safety, Security and Services Approach at Football Matches and Other Sports Events, submitted by the Government;
  41. Bill on the Confirmation of the Loan Agreement (Project Noncommunicable Diseases Prevention and Control the Republic of Serbia) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  42. Bill on the Confirmation of the Minamata Convention on Mercury, submitted by the Government;
  43. Proposal of the Republic of Serbia Energy Development Strategy up to 2040 with projections to 2050, submitted by the Government;
  44. Proposal of the Decision on the election of members of the Council of the Republic of Serbia Energy Agency, submitted by the Government;
  45. List of Candidates for the election of members of the Commission for the Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  46. List of Candidates for the election of the President of the Commission for the Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  47. Proposal of the Decision on the appointment of the standing composition of the Republic Electoral Commission, submitted by the National Assembly Speaker;
  48. Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2025 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  49. Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2025 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  50. Proposal of the Decision to grant consent to the Securities Agency 2025 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  51. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group;
  52. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group;
  53. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the PUPS – Solidarity and Justice Parliamentary Group;
  54. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group, and the
  55. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the NEW DSS – POKS (NADA) Parliamentary Group.
The sitting will be held in the Grand Hall of the House of the National Assembly of the Republic of Serbia, 13 Nikola Pasic Square.
