National Assembly Deputy Speaker Elvira Kovacs at National Convention on EU 9th Plenary Session

National Assembly Deputy Speaker Elvira Kovacs spoke at the 9th Plenary Session of the National Convention on the European Union, in the panel on political criteria and the rule of law.


She spoke of the National Assembly’s long-standing cooperation with non-governmental organisations, which she considers an important segment of social and political life, and especially the long-standing excellent communication and cooperation with the National Convention on the EU. She pointed out that the European Integration Committee consults the representatives of the National Convention on the EU when considering the negotiating position proposals prepared by the Government of the Republic of Serbia.

In her address, she stressed that the dynamics of the National Assembly’s work have changed in several ways, for example in terms of the institute of parliamentary questions on the last Thursday of the month posed to members of the Government, relevant ministers’ regular reports to parliamentary committees and regular meetings of the National Assembly collegium to discuss the coordination of the Parliament’s work.

She made sure to mention that, for the first time last year, the European Commission’s Progress Report on Serbia was presented to the MPs at a plenary session, after which the National Assembly adopted the MPs’ conclusions. She said that this practice will be continued this year when, at the end of November, the National Assembly will discuss the 2021 Report.

Kovacs added that the National Assembly had adopted the Code of Conduct for MPs in December of 2020 and revised in September this year in accordance with the recommendations of the Council of Europe’s Group of States against Corruption (GRECO), establishing the ethical standards of conduct. She went on to say that the National Assembly had passed the Decision on the Establishment of the Ethics Commission, whose role is to control the observance of the Code of Conduct.
