Law Drafting and Legislative Process in the Republic of Serbia: An Assessment

The Speaker of the National Assembly of the Republic of Serbia Prof. Dr Slavica Djukic Dejanovic opened the presentation of the Report “Law Drafting and Legislative Process in the Republic of Serbia: An Assessment".


The Report was co-drafted by the National Assembly Legislative Committee and OSCE - ODIHR (OSCE Office for Democratic Institutions and Human Rights).

Wishing to, regardless of perceptions, improve the overall law-making process and well aware that an objective and independent assessment of the current situation is the starting point of any responsible activity aimed at changing the existing situation, we performed an analysis of the law-making process in cooperation with ODIHR experts, said Djukic Dejanovic.

“As recommended, the National Assembly has already put under control the practice of debating bills by urgent procedure to a great extent. This, of course, does not preclude the need to come up with a more precise definition of this and other spheres, just as the legislators have in the other recommendations been given guidelines on how to improve their work.

I believe that this conference is an excellent opportunity for all of us who play a role in the legislative process to structurally review that role. I believe that this gathering will help nurture the spirit of parliamentarism in future work and cooperation; that spirit puts emphasis on the citizens’ interest which is both the cause and effect of the legislation we adopt in this house”, said National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic.
