LXI COSAC Plenary

A delegation of the European Integration Committee took part in the LXI plenary session of the Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union (COSAC), organized as part of the parliamentary dimension of the Romanian Presidency of the Council of the European Union in Bucharest, on 24 - 25 June 2019.


The delegation of the European Integration Committee comprised Committee members Dragan Sormaz and Gordana Comic. The plenary session was attended by delegations of the union affairs committees of EU member states, European affairs committees of candidate countries, special guests and representatives of European institutions.

The plenary covered four sessions: Achievements of the Romanian Presidency of the Council of the European Union, Prospects for international trade relations of the European Union; the future of relations between the European Union and the UK in the context of “Brexit”, the European Education Area as a driving factor for reshaping and strengthening the Single Market Debate and Economy based on innovation, technological; progress and social European Union impact; the role of national parliaments in fostering the “New Economy” of the European Union.

Dragan Sormaz, head of the delegation, addressed the attending of the first session. Congratulating Romania on its Presidency of the Council of the European Union, he proceeded to ask why the Western Balkan’s EU integration process has slowed down and, in that context, why have North Macedonia and Albania not started the EU talks and why will Serbia, which has five prepared negotiation chapters, maybe open two at best during the Romanian Presidency of the EU Council. He emphasized the importance of opening negotiation chapters to boost reforms in the areas they relate to. He also spoke about the normalization of the Belgrade-Pristina relations and the dialogue which has ground to a halt after Pristina imposed a 100% customs tariff on goods from central Serbia. He said that Belgrade has been implementing the Brussels Agreement in full, unlike Pristina which has done nothing in that regard and not set up the Community of Serb Municipalities. He said he hopes the European Union will give addressing this problem its full support so as to avoid any potential instability in the region.

The participants of the session adopted the Contribution and Conclusions of the LXI COSAC and were also presented the COSAC 31st Bi-annual Report.
