Gojkovic Convenes New Sitting for Tuesday, 2019 Budget Bill on Agenda

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, for Tuesday, 27 November, starting at 10 am, the agenda for which contains, among other things, the 2019 Budget Bill.


The National Assembly will deliberate on the Bill on Central Registry of Compulsory Social Insurance, Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2018 Financial Plan, Customs Bill, Republic of Serbia 2019 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2019 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2019 Financial Plan, Bill amending and modifying the Budget System Law, Bill on Customs Service, Bill amending and modifying the Law on Public Property, Bill amending the Law on Republic Administrative Fees, Bill amending and modifying the Law on Games of Chance, Bill amending and modifying the Law Tax Procedure and Tax Administration, Bill amending and modifying the Public Debt Law, and the Bill amending the Law on Restitution of Confiscated Property and Compensation.

The Bill amending and modifying the Law on Tobacco, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Property Tax Law, Bill on Fees for the Use of Public Goods, Bill on the Confirmation of the Guarantee Agreement (Technical Passenger Station (TPS) Zemun Project – Phase 2) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Government Concessional Loan Agreement on Belgrade Bypass Project – Construction of Highway E70/E75, Section: Bridge Over Sava River Near Ostruznica – Bubanj Potok (Sectors 4, 5 And 6) between the Government of the Republic of Serbia Represented by the Ministry Of Finance as Borrower and the Export-Import Bank of China as Lender, Bill on the Confirmation of the Framework Agreement between the Government of the People's Republic of China and the Government of the Republic of Serbia on Provision of Government Concessional Loans by the People's Republic of China to the Republic of Serbia, and the Bill amending and modifying the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users, are also be on the agenda.

The MPs will also consider the Bill Granting Guarantees by the Republic of Serbia in favour of Banca Intesa a.d. Beograd, for Payment of Liabilities of Public Enterprise “Srbijagas“ Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution Aleksandrovac-Brus-Kopaonik-Raska-Novi Pazar-Tutin (Phase II), Bill Granting Guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia, a.d. Belgrade, Komercijalna Banka a.d. Belgrade, Postanska stedionica a.d. Belgrade, OTP Bank Serbia a.d. Belgrade and Vojvodjanska Banka a.d. Novi Sad on Loan Agreement for the Construction of Pipeline on the Territory of the Republic of Serbia from the border with the Republic of Bulgaria to the border with Hungary and other countries neighbouring the Republic of Serbia, Bill on the Confirmation of Annex 1 to the Railway Nis – Dimitrovgrad Finance Contract of 31 January 2018, between the Republic of Serbia and the European Investment Bank, Bill amending and modifying the Company Law, Bill amending and modifying the Bankruptcy Law, Bill amending and modifying the Investment Law, Bill amending and modifying the Law on Court Fees, Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs, Bill amending the Law on Communal Activities, and the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre.

The National Assembly will also deliberate on the Bill on the Republic of Serbia Science Fund, Bill amending and modifying the Law on Patents, Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Media Service, Bill amending and modifying the Law on Civil Servants, Bill amending and modifying the Law on Salaries of Civil Servants and General Service Employees, Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, Bill amending the Law on Salaries of Civil Servants and General Service Employees in the Bodies of Autonomous Provinces and Local Self-Government Units, Bill amending the Law on the Manner of Determining the Maximum Number of Public Sector Employees, Bill amending the Law on Public Service Employees, Bill amending the Law on Salary System in Public Sector, Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, Bill amending and modifying the Law on Inspections, Bill amending and modifying the Water Law, Bill on Radiation and Nuclear Safety and Security, Bill on Gaining Property Rights over the Land, Facilities and Power Lines of RTB Bor d.o.o. Mining-Smelting Combine, Bor, Bill amending and modifying the Law on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System, and the Bill on the Confirmation of the Agreement between the Parties to the Police Cooperation Convention for Southeast Europe on the Automated Exchange of DNA Data, Dactyloscopic Data and Vehicle Registration Data accompanied by the Agreement on the Implementation of the Agreement between the Parties to the Police Cooperation Convention for Southeast Europe on the Automated Exchange of DNA Data, Dactyloscopic Data and Vehicle Registration Data.

The MPs will debate the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of India on Cooperation in the Fields of Culture, Art, Youth, Sports and the Media, Proposal of Authentic Interpretation of the Provisions of Article 37, paragraphs 1-3, item 4 and Article 147 of the Labour Law (“RS Official Gazette”, no. 24/05, 61/05, 54/09, 32/13, 75/14, 13/17- US and 113/17), Proposal of Authentic Interpretation of the Provision of Article 22 of the Law on General Administrative Procedure (“RS Official Gazette”, no. 18/16), Proposal of the Decision to Grant Consent to the Acts of the Ombudsman, Proposal of the Decision on the election of court presidents and the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, Proposal of the Decision on the termination of office of President of the Supreme Court of Cassation, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government and the Proposal of the Decision on the election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council.

The agenda also contains the Proposal of the Decision on the termination of office of member of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2018 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2019 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to Grant Consent to the Amendment of Certain Expenses with no Change to Overall Expenses of the Regulatory Authority for Electronic Media 2018 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, and the Proposal of the Decision to Grant Consent to the Energy Agency of the Republic of Serbia 2019 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The sitting will be held at the House of the National Assembly of the Republic of Serbia in Belgrade.
