Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022 for Thursday, 22 December 2022, starting at 9.30 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Radomir Lazovic, Usame Zukorlic, Radmila Vasic, Aleksandar Jovanovic, Bojana Bukumirovic, Nebojsa Novakovic, Ivana Parlic, MA Nenad Tomasevic, Dr Danijela Grujic and Veroljub Matic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt following agenda:

  1. Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media, submitted by the Government;
  2. Bill amending the Law on Public Service Media, submitted by the Government;
  3. Bill amending the Law on Civil Servants, submitted by the Government;
  4. Bill on the Confirmation of the Extradition Treaty between the Republic of Serbia and the United Arab Emirates, submitted by the Government;
  5. Bill on the Confirmation of the Agreement on Transfer of Convicts between the Republic of Serbia and the United Arab Emirates, submitted by the Government;
  6. Bill on the Confirmation of the Agreement on Legal and Judicial Cooperation in Civil and Commercial Matters between the Republic of Serbia and the United Arab Emirates, submitted by the Government;
  7. Bill on the Confirmation of the Agreement on Mutual Legal Assistance in Criminal Matters between the Republic of Serbia and the United Arab Emirates, submitted by the Government;
  8. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Federative Republic of Brazil on Legal Assistance in Civil Matters, submitted by the Government;
  9. Bill on the Confirmation of the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and disclosure of electronic evidence, submitted by the Government;
  10. Bill on the Confirmation of the Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Serbia and the Ministry of Foreign Affairs and Trade of Hungary on Employment of Family Members of Diplomatic, Consular and Administrative-Technical Staff, submitted by the Government;
  11. Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2023 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  12. Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2023 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  13. Proposal of the Decision to grant consent to the Securities Commission 2023 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  14. Proposal of the Decision on the termination of office of public prosecutor, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  15. Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council;
  16. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  17. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the DEMOCRATIC PARTY - DS Parliamentary Group;
  18. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALLIANCE OF VOJVODINA HUNGARIANS Parliamentary Group;
  19. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Parliamentary Group;
  20. Proposal of the Decision amending the Decision on the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the National Assembly Speaker, and
  21. Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker.
By majority vote, the National Assembly accepted the proposal of National Assembly Speaker Dr Vladimir Orlic to complete a joint debate in principle and single debate on all the items on the agenda.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Lav-Grigorije Pajkic and Krsto Janjusevic before the expiry of the term they were elected for.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 to 21 on the agenda, presented by the authorised representatives of the submitters Minister of Public Administration and Local Self-Government Dr Aleksandar Martinovic, Minister of Justice Maja Popovic, as well as Vukica Kuzic and Gordana Veljovic of the High Judicial Council.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 to 21 on the agenda, presented by the authorised representatives of the submitters Minister of Public Administration and Local Self-Government Dr Aleksandar Martinovic, Minister of Justice Maja Popovic, Vukica Kuzic and Gordana Veljovic of the High Judicial Council, as well as representative of the submitters Veroljub Arsic and committee rapporteurs Olja Petrovic and Nebojsa Bakarec.
After recess, based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office for the purpose of filling vacant seats in the National Assembly, of MPs Dragana Radinovic and Jelena Milivojevic, elected from the Electoral List “ALEKSANDAR VUCIC – Together We Can Do Anything”, who, after the verification, took the oath of office.

For the remainder of the day, the National Assembly conducted the joint debate in principle and single debate on items 1 to 21 on the agenda.

On the second day of the proceedings, 23 December 2022, the National Assembly continued and concluded the joint debate in principle and single debate on items 1 to 21 on the agenda.

The National Аssembly will commence the debate in detail on Monday, 26 December, at 10 am.

On the third day of the proceedings, 26 December 2022, the MPs commenced a debate in detail on the Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media.

By the end of the day the National Assembly had completed the debate in detail on said Bill, as well as on the Bill amending the Law on Public Service Media and the Bill amending the Law on Civil Servants.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Dr Vladimir Orlic set Monday, 26 December 2022, as Voting Day on all the items on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022, starting at 9 pm.

Voting Day

On Voting Day, 26 December 2022, the National Assembly adopted the Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media, Bill amending the Law on Public Service Media, Bill amending the Law on Civil Servants, Bill on the Confirmation of the Extradition Treaty between the Republic of Serbia and the United Arab Emirates, Bill on the Confirmation of the Agreement on Transfer of Convicts between the Republic of Serbia and the United Arab Emirates, Bill on the Confirmation of the Agreement on Legal and Judicial Cooperation in Civil and Commercial Matters between the Republic of Serbia and the United Arab Emirates, and the Bill on the Confirmation of the Agreement on Mutual Legal Assistance in Criminal Matters between the Republic of Serbia and the United Arab Emirates.

The National Assembly also adopted the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Federative Republic of Brazil on Legal Assistance in Civil Matters, Bill on the Confirmation of the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and disclosure of electronic evidence, and the Bill on the Confirmation of the Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Serbia and the Ministry of Foreign Affairs and Trade of Hungary on Employment of Family Members of Diplomatic, Consular and Administrative-Technical Staff.

The National Assembly went on to pass the Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2023 Financial Plan, Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2023 Financial Plan, and the Proposal of the Decision to grant consent to the Securities Commission 2023 Financial Plan.

By majority vote, the National Assembly adopted the Proposal of the Decision on the termination of office of public prosecutor and the Proposal of the Decision on the election of court presidents. By majority vote, the National Assembly also adopted the Proposal of the Decision on the election of judges to judicial office for the first time, without two contested candidates: Vitorija Madzarevic Ciculic for the Basic Court in Sabac and Marijana Jovic for the Basic Court in Loznica.

The National Assembly did not adopt the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the DEMOCRATIC PARTY - DS Parliamentary Group. By majority vote, the MPs adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALLIANCE OF VOJVODINA HUNGARIANS Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Parliamentary Group, as well as the Proposal of the Decision amending the Decision on the Composition of the Stabilisation and Association Parliamentary Committee and the Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, , National Assembly Speaker Dr Vladimir Orlic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.

The completion of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022 was followed by the performance of the national anthem of the Republic of Serbia “God of Justice” by the mixed choir of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

After the national anthem, National Assembly Speaker Dr Vladimir Orlic wished the MPs and all the citizens of Serbia happy holidays.
