Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020


The MPs paid their respects to the late Patriarch of the Serbian Orthodox Church, His Holiness Irinej, with a minute of silence.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Milicevic, Mirsad Hodzic, Dragan Markovic, Nebojsa Bakarec, Djuro Peric and Samira Cosovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  2. Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
  3. Bill amending and modifying the Property Tax Law, submitted by the Government;
  4. Bill amending and modifying the Customs Law, submitted by the Government;
  5. Bill amending and modifying the Customs Service Law, submitted by the Government;
  6. Bill on the Confirmation of the Loan Agreement (Serbia Emergency COVID-19 Response Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  7. Bill on the Confirmation of the Framework Loan Agreement LD 2053 (2020) between the Council of Europe Development Bank and the Republic of Serbia Public Sector Financing Facility - Supporting efforts of Republic of Serbia to mitigate COVID-19 pandemic, submitted by the Government;
  8. Bill on the Confirmation of the Framework Loan Agreement LD 2025 (2019) between the Council of Europe Development Bank and the Republic of Serbia Programme Loan - Energy Efficiency in Central Government Buildings, submitted by the Government;
  9. Bill on the Confirmation of the Framework Loan Agreement LD 2026 (2019) between the Council of Europe Development Bank and the Republic of Serbia Programme Loan - Water supply and waste water treatment facilities, submitted by the Government;
  10. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main (“KfW”) and the Republic of Serbia (“Borrower”) represented by the Minister of Finance for the Project “Rehabilitation of District Heating Systems in Serbia, Phase V”, submitted by the Government;
  11. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main (“KfW”) and the Republic of Serbia (“Borrower”) represented by the Minister of Finance for the Project “Energy Efficiency in Public Buildings, Phase II”, submitted by the Government;
  12. Bill amending the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, submitted by the Government;
  13. Proposal of the Decision on the Termination of Office of Fiscal Council Member, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  14. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group;
  15. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group;
  16. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group;
  17. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SPAS Parliamentary Group;
  18. Proposal of the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the National Assembly Speaker;
  19. Proposal of the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, and
  20. Proposal of the Decision on Election of Commissioner for Protection of Equality, submitted by the Committee on Constitutional and Legislative Issues.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 5, joint debate in principle and single debate on items 6 to 12 and joint single debate on items 13 to 19 on the agenda.

The National Assembly then proceeded to commence the joint debate in principle on items 1 to 5 viz. Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Republic Administrative Fees, Bill amending and modifying the Property Tax Law, Bill amending and modifying the Customs Law and the Bill amending and modifying the Customs Service Law, submitted by the Government.

The bills were presented by Minister of Finance Sinisa Mali as representative of the submitter.

In the course of the sitting, the National Assembly noted the termination of the term of office of MPs Marija Lekovic, Aleksandar Sapic and Aleksandra Camagic on the day of their resignation, before the expiry of the term they were elected for.

By the end of the day the National Assembly concluded the joint debate in principle on items 1 to 5 on the agenda.

On the second day of the proceedings, 25 November, the National Assembly commenced the joint debate in principle and single debate on items 6 to 12 on the agenda.

The bills were presented by Minister of Finance Sinisa Mali as representative of the submitter.

In the course of the sitting, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the terms of office of MPs Marina Mirkovic, Mina Kitanovic and Nikola Kozovic, elected from the ALEKSANDAR SAPIC – VICTORY FOR SERBIA Electoral List. MP Dragomir Karic whose term of office was verified at the constitutive sitting of the National Assembly also took the oath of office.

On the third day of the proceedings, 26 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Djordje Milicevic and Janko Langura, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence the joint single debate on items 13 to 19 on the agenda.

In the course of the sitting, the National Assembly completed the joint single debate on the Proposal of the Decision on the Termination of Office of Fiscal Council Member, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SPAS Parliamentary Group, Proposal of the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the National Assembly Speaker and the Proposal of the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker.

Having completed the debate on items 13 to 19 on the agenda, the MPs also conducted and concluded a single debate on the Proposal of the Decision on Election of Commissioner for Protection of Equality, submitted by the Committee on Constitutional and Legislative Issues, with Brankica Jankovic nominated for the post.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Ivica Dacic set Thursday, 26 November 2020, as Voting Day on all the items on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 7.05 pm.

Voting Day

On Voting Day, 26 November 2020, the National Assembly passed all the items on the agenda.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.
