Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013 Convened

Today, the National Assembly Speaker, Dr Nebojsa Stefanovic, convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013, for Thursday, 31 October 2013, starting at 1 pm.


The National Assembly Speaker proposed that, at the sitting, the National Assembly should deliberate on 43 items on the agenda, viz.: Bill on Seats and Territorial Jurisdiction of Courts and Public Prosecutors Offices, Bill amending and modifying the Law on Organisation of Courts, Bill amending and modifying the Law on Judges, Bill amending and modifying the Law on Public Prosecution, submitted by the Government, as well as the Bill amending and modifying the Criminal Code, submitted by a group of 65 MPs of the Serbian Progressive Party Parliamentary Group.

The National Assembly should also discuss the Bill on Detective Activity, Bill on Private Security, Bill on Commodity Reserves and the Bill amending and modifying the Law on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction.

At the sitting, the MPs will also debate the Bill on Railway Safety and Interoperability, Bill amending and modifying the Law on Public Roads and the Bill amending and modifying the Law on Maritime Navigation.

The MPs will also review the Bill on the Exercise of Right to Health Care of Children, Pregnant Women and Mothers, submitted by Member of Parliament Dr Nebojsa Stefanovic.

The agenda also contains a number of bills on the confirmation of international agreements, treaties, conventions and other documents: Bill amending the Law on the Confirmation of the Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters, Bill amending the Law on the Confirmation of the Convention on the Taking of Evidence Abroad in Civil or Commercial Matters, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Reciprocal Legal Assistance in Civil and Commercial Matters, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Reciprocal Legal Assistance in Civil and Criminal Matters, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Belarus on Legal Assistance in Civil and Criminal Matters, Bill on the Confirmation of the Fourth Additional Protocol to the European Convention on Extradition and the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Turkey.

The MPs will also vote on the Bill on the Confirmation of the Agreement between the Swiss Confederation and the Republic of Austria on the Establishment and Functioning of the International Centre for Migration Policy Development (ICMPD) signed in Vienna of 1 June 1993 as amended by the Agreement between the Swiss Confederation, the Republic of Austria and the Republic of Hungary of 27 March 1996 regarding the Modification and Prolongation of the Agreement on the Establishment and Functioning of ICMPD, the Agreement between the Swiss Confederation, the Republic of Austria and the Republic of Hungary of 26 April 1996 regarding the Modification of the Agreement on the Establishment and Functioning of ICMPD and the Agreement between the Swiss Confederation, the Republic of Austria the Republic of Hungary, the Republic of Slovenia, the Czech Republic, the Kingdom of Sweden, the Republic of Bulgaria, the Republic of Croatia and the Republic of Poland signed on 25 June 2003 in Rhodes regarding the third Modification of the Agreement on the Establishment and Functioning of ICMPD.

The agenda also contains the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on readmission (return and acceptance) of persons entering or residing in the country illegally, Bill on the Confirmation of the Police Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers Bosnia and Herzegovina on return and acceptance of persons entering or residing in the country illegally.

The MPs will also be discussing the Bill on the Confirmation of the Loan Agreement for the Privileged Buyer of E-763 Highway Construction Project (section Obrenovac-Ljig) between the Government of the Republic of Serbia represented by the Ministry of Finance and Economy as Borrower and the Chinese Export-Import Bank as Creditor, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Morocco on Avoidance of Double Taxation with respect to Taxes on Income, Bill on the Confirmation of the Strategic Economic Cooperation Agreement between the Government of the Republic of Serbia and the Canadian Commercial Corporation, Bill on the Confirmation of Annex 2 of the Economic and Technical Cooperation Agreement in the Field of Infrastructure between the Government of the Republic of Serbia and the Government of the People’s Republic of China, Bill on the Confirmation of the European Agreement on Main Inland Waterways of International. Importance (AGN), Bill on the Confirmation of the Railway Transport Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, Bill on the Confirmation of the Railway Transport Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of Australia and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Slovak Republic on International Road Transport of Passengers and Goods.
The agenda also contains a number of decision proposals: Proposal of the Decision on the Termination of Office of Public Prosecutor at the Appellate Public Prosecutor’s Office in Kragujevac, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government, Proposal that the National Assembly adopt the Decision noting the existence of sufficient grounds for the termination of office of Deputy Ombudsman, submitted by the Ombudsman, and the Proposal of the Decision on the Election of Deputy Ombudsman, submitted by the Ombudsman.

The MPs will also be voting on the decision proposals submitted by the National Assembly’s Committee on Education, Science, Technological Development and the Information Society: Proposal of the Decision on Dismissal of National Education Council Member, Proposal of the Decision on the Election of National Education Council Member, Candidate List for the Election of National Education Council Member from the ranks of the Serbian Orthodox Church and the Proposal of the Decision on the Election of two members of the National Council for Higher Education.

The agenda for the Fourth Sitting of the National Assembly also contains the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Dr Nebojsa Stefanovic, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party of Serbia – Vojislav Kostunica Parliamentary Group.

The Fourth Sitting of the Second Regular Session will be held at the Grand Hall of the National Assembly House, 13 Nikola Pasic Square.
