At the fourth sitting, held on 9 March, the Committee considered the Request on the legality of functioning of the City of Belgrade Assembly regarding the Decision on the dissolution of Zemun municipality. The sitting was held at the request of three members of the Local Self-Government Committee, Gordana Pop-Lazic, Marko Milenkovic and Tomislav Ljubenovic. The request, addressed to the Chairman of the Local Self-Government Committee, states that the provisions of the City Assembly Statute and Rules of Procedure were grossly violated at the City of Belgrade Assembly session, which had begun on 11 February 2009 and ended on 5 March 2009, when a Decision on the dissolution of Zemun municipality was adopted in an illegal procedure.

The sitting was chaired by the Committee Chairman, Jovan Palalic, and attended by the Minister of Public Administration and Local Self-Government Milan Markovic.
