Fourth Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government
At the sitting held on 16 December 2020, the Committee on the Judiciary, Public Administration and Local Self-Government considered the Ombudsman’s 2019 Regular Annual Report and the Report on the implementation of the Law on Free Access to Information of Public Importance and the Law on Personal Data Protection in 2019.
- The National Assembly concludes that in the 2019 Regular Annual Report, through a comprehensive presentation of the Ombudsman’s activities in the exercise of its constitutional and legal competencies, the Ombudsman gave a general assessment of the state and quality of exercising and protecting citizens' rights before state bodies, the state of public administration and sector as a whole, pointing to the necessary systemic changes through the building and strengthening of institutions with the aim of improving the rule of law, respecting human and minority rights and the realization of citizens' rights.
- The National Assembly, based on the Ombudsman’s assessment of the position of citizens in relation to administrative bodies, recommends that the Government continue with the constant: supervision over the work of court administration, public enforcement officers and consistent application of regulations governing actions on complaints about their work; improving communication with citizens; monitoring the consistent application of regulations in all areas; analyzing the effects of law enforcement, in order to efficiently and legally exercise the rights of citizens and improve the mechanisms for the protection of their rights.
- The National Assembly calls on the Government to continuously inform the National Assembly on the implementation of these conclusions.
- This conclusion shall be published in the "Official Gazette of the Republic of Serbia".
- The National Assembly notes that in the Report on the implementation of the Law on Free Access to Information of Public Importance and the Law on Personal Data Protection in 2019, the Commissioner for Information of Public Importance and Personal Data Protection provided an overview of the situation in the field of free access to information of public importance and personal data protection.
- The National Assembly encourages the Government to intensify activities on appropriate normative amendments, especially amendments to the Law on Free Access to Information of Public Importance, as well as to improve the strategic framework in the field of personal data protection.
- The National Assembly calls on the Government to regularly submit a report to the National Assembly on the implementation of these conclusions.
- This conclusion shall be published in the "Official Gazette of the Republic of Serbia".
