The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2004 for 12 noon on 23 March 2004.

The following agenda was adopted for the session:

1. Bill Repealing the Act on the Earnings Fund Tax, submitted by the Government of the Republic of Serbia;

2. Bill Amending and Modifying the Act on Public Revenue and Public Expenditure, submitted by the Government of the Republic of Serbia;

3. Bill Modifying the Act on Local Self-government, submitted by the Government of the Republic of Serbia;

4. Bill on the Budget of the Republic of Serbia for 2004, with proposals of decisions approving 2004 financial plans for the following bodies:

a. Republic Employees’ Pension and Disability Insurance Fund;
b. Republic Agricultural Workers’ Pension and Disability Insurance Fund;
c. Republic Self-employed Persons’ Pension and Disability Insurance Fund;
d. Republic Health Insurance Fund; and
e. National Employment service,submitted by the Government of the Republic of Serbia.

5. Bill on the Volume of Assets and Participation of Municipalities, Cities and the City of Belgrade in the Earnings and Sales Tax in 2004, submitted by the Government of the Republic of Serbia.

The National Assembly discussed all items on the agenda in principle and in particular, Chairman Markovic then going on to call voting on the same day on the conclusion of the debate.

The National Assembly adopted, by majority vote, the Bill Repealing the Act on the Earnings Fund Tax, the Bill Amending and Modifying the Act on Public Revenue and Public Expenditure and the Bill Modifying the Act on Local Self-government in their entirety.

The National Assembly then went on to adopt, in its entirety, the Bill on the Budget of the Republic of Serbia for 2004, with proposals of decisions approving 2004 financial plans for the Republic Employees’ Pension and Disability Insurance Fund, the Republic Agricultural Workers’ Pension and Disability Insurance Fund, the Republic Self-employed Persons’ Pension and Disability Insurance Fund, the Republic Health Insurance Fund and the National Employment Service.

The adoption, in its entirety, of the Bill on the Volume of Assets and Participation of Municipalities, Cities and the City of Belgrade in the Earnings and Sales Tax in 2004, marked the end of voting on all items from the agenda, whereupon the Chairman of the National Assembly, Predrag Markovic, concluded the Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2004.
