Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2003

The Chairperson of the National Assembly of the Republic of Serbia, Natasa Micic, convened the Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2003 for Tuesday 8 April 2003, beginning at 10 a.


The Chairperson of the National Assembly of the Republic of Serbia, Natasa Micic, convened the Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2003 for Tuesday 8 April 2003, beginning at 10 a.m.

The National Assembly set the following agenda for the session:

1. Bill on the Manner and Procedure of Making Changes to the Constitution of the Republic of Serbia, submitted by the Commission for the Preparation of the Act on the Manner and Procedure of Making Changes to the Constitution of the Republic of Serbia;
2. Bill Amending and Modifying the Act on the Organisation and Competencies of State Bodies in Combating Organised Crime, submitted by the Government of the Republic of Serbia;
3. Bill Modifying the Act on Arms and Ammunition, submitted by the Government of the Republic of Serbia;
4. Bill Amending and Modifying the Act on the High Judiciary Council, submitted by the Government of the Republic of Serbia;
5. Bill Amending and Modifying the Act on the Public ProsecutorÆs Office, submitted by the Government of the Republic of Serbia;
6. Bill Amending and Modifying the Penal Code of the Federal Republic of Yugoslavia, submitted by the Government of the Republic of Serbia;
7. Bill Amending and Modifying the Penal Code of the Republic of Serbia, submitted by the Government of the Republic of Serbia;
8. Proposals for the dismissal, election, nomination and termination of office of judicial officials;
9. Proposal of a list of candidates submitted by the National Assembly of the Republic of Serbia for the election of one member of the Council of the Republic Broadcasting Agency and the election of members of the Council of the Republic Broadcasting Agency from lists submitted by authorised submitters.

On the first day of work, the National Assembly debated in principle the Bill on the Manner and Procedure of Making Changes to the Constitution of the Republic of Serbia and commenced to jointly debate in principle the Bills Amending and Modifying the Act on the Organisation and Competencies of State Bodies in Combating Organised Crime, the Act on the High Judicial Council, the Act on the Public ProsecutorÆs Office, the Penal Code of the Federal Republic of Yugoslavia, the Penal Code of the Republic of Serbia, as well as the Bill Modifying the Act on Arms and Ammunition.

On the second day of work (9th April), the National Assembly concluded joint debate in principle on the package of submitted Bills and commenced to debate the particulars of and amendments submitted to the Bill Amending and Modifying the Act on the Competencies of State Bordies in Combating Organised Crime.

When work resumed, on the third day of the sitting (10 April), the National Assembly debated the particulars of the Bill Amending and Modifying the Act on the Organisation and Competencies of State Bodies in Combating Organised Crime, the Bill Modifying the Act on Arms and Ammunition, the Bill Amending and Modifying the Act on the High Judicial Council and the Bill Amending and Modifying the Act on the Public Prosecutor's Office.

The afternoon part of the day's work saw the Assembly start debate on the particulars of the Bill Amending and Modifying the Penal Code of the Federal Republic of Yugoslavia.

On the fourth day of work (11 April), the Deputies concluded debate on the particulars of the Bills Amending and Modifying the Penal Code of the Federal Republic of Yugoslavia and the Penal Code of the Republic of Serbia. Initial debate in principle was held on proposals for the termination of office, election, nomination and dismissal of judicial officials and the Proposal of a list of candidates submitted by the National Assembly of the Republic of Serbia for the election of one member of the Council of the Republic Broadcasting Agency and the election of members of the Council of the Republic Broadcasting Agency from lists submitted by authorised submitters.

The Fourth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2003 ended with the adoption of Bill on the Manner and Procedure of Making Changes to the Constitution of the Republic of Serbia, the Bill Amending and Modifying the Act on the Organisation and Competencies of State Bodies in Combating Organised Crime, the Bill Modifying the Act on Arms and Ammunition, as well as the Bills Amending and Modifying the Act on the High Judiciary Council, the Act on the Public Prosecutor’s Office, the Penal Code of the Federal Republic of Yugoslavia, the Penal Code of the Republic of Serbia, the Proposals for the dismissal, election, nomination and termination of office of judicial officials, as well as the election of members of the Council of the Republic Broadcasting Agency.
