Fourth Meeting of National Assembly Economic Caucus

At the fourth meeting, the members of the National Assembly Economic Caucus reviewed the amendment proposals the Caucus plans to submit to the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions on the agenda for the coming National Assembly sitting.

The members discussed the three amendments brought to the Caucus’ attention by the National Alliance for Local Economic Development (NALED) and the representatives of the economy from the E-Administration Council. The amendments propose that the deadline for the drafting of by-laws proposed by the Bill be cut to 6 instead of 12 months from the day the new law comes into force, and to instate misdemeanour charges for civil servants who do not recognize the validity of electronic documents.

The participants also discussed the Bill on National Academy for Public Administration and the Bill amending and modifying the Law on Civil Servants, viz. the amendments proposing to narrow down the term of public administration in the Bill on National Academy for Public Administration, and the amendments to the Bill amending and modifying the Law on Civil Servants concerning the engagement and privileges inherent in the post of programme realizers employed in state bodies in relation to programme realizers employed in public administration and the private sector.

Prof. Dr Vladimir Marinkovic said that he and his fellow MPs will do everything in their power to technically adjust the proposed amendments and submit them to the National Assembly.

The meeting was chaired by Prof. Dr Vladimir Marinkovic, and attended by MPs Miroslav Aleksic, Milosav Milojevic, Ostoja Mijailovic and Ognjen Pantovic, representatives of the Ministry of Trade, Tourism and Telecommunications, Ministry of Public Administration and Local Self-Government and the Ministry of Justice.
