Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Wednesday, 9 June 2021, starting at 10 am.


In their request, the 240 MPs proposed the following agenda:

  1. Bill on the National Database for the Prevention and Fight against Terrorism, submitted by the Government;
  2. Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of Bor and Zajecar Districts and Construction of Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, submitted by the Government;
  3. Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for the Construction of Distribution Gas Pipeline Leskovac-Vranje, submitted by the Government;
  4. Bill on Granting Guarantee of the Republic of Serbia in Favor of Banca Intesa AD Belgrade for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of the Kolubara District and Construction of Construction of Distribution Gas Pipeline Belgrade-Valjevo-Loznica, submitted by the Government;
  5. Commission for State Aid Control 2020 Activity Report, submitted by the Commission for State Aid Control, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  6. Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2020 – 31 December 2020, submitted by the Republic Commission for Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  7. Report on 2020 Monitoring conducted by the Public Procurement Office, submitted by the Public Procurement Office, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, and
  8. Republic of Serbia Securities Commission 2020 Annual Report, submitted by the Securities Commission, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 4 and a joint single debate on items 5 to 8 on the agenda.

The National Assembly then commenced the debate in principle on the first four items on the agenda – the Bill on the National Database for the Prevention and Fight against Terrorism, Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of Bor and Zajecar Districts and Construction of Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for the Construction of Distribution Gas Pipeline Leskovac-Vranje, and theBill on Granting Guarantee of the Republic of Serbia in Favor of Banca Intesa AD Belgrade for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of the Kolubara District and Construction of Construction of Distribution Gas Pipeline Belgrade-Valjevo-Loznica.

The bills were presented by Minister of Justice Maja Popovic as representative of the submitter.

By the end of the day the National Assembly concluded the joint debate in principle on items 1 to 4 on the agenda.

On the second day of the proceedings, 10 June 2021, the National Assembly commenced the joint single debate on the Commission for State Aid Control 2020 Activity Report, submitted by the Commission for State Aid Control, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending,  Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2020 – 31 December 2020, submitted by the Republic Commission for Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Report on 2020 Monitoring conducted by the Public Procurement Office, submitted by the Public Procurement Office, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, and the Republic of Serbia Securities Commission 2020 Annual Report, submitted by the Securities Commission, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

The reports were presented by President of the Commission for State Aid Control Vladimir Antonijevic, President of the Republic of Serbia Securities Commission Marko Jankovic and the President of the Republic Commission for Protection of Rights in Public Procurement Procedures Hana Hukic, as authorised representatives of the submitters.

By the end of the day the National Assembly completed the joint single debate on items 5 to 8 on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic set Thursday, 10 June 2021, as Voting Day on all the items on the agenda of the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 5.40 pm. 

Voting Day

On Voting Day, 10 June 2021, the National Assembly adopted the Bill on the National Database for the Prevention and Fight against Terrorism, Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of Bor and Zajecar Districts and Construction of Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for the Construction of Distribution Gas Pipeline Leskovac-Vranje, and theBill on Granting Guarantee of the Republic of Serbia in Favor of Banca Intesa AD Belgrade for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of the Kolubara District and Construction of Construction of Distribution Gas Pipeline Belgrade-Valjevo-Loznica.

The National Assembly also adopted the Commission for State Aid Control 2020 Activity Report, submitted by the Commission for State Aid Control, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending,  Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2020 – 31 December 2020, submitted by the Republic Commission for Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Report on 2020 Monitoring conducted by the Public Procurement Office, submitted by the Public Procurement Office, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, and the Republic of Serbia Securities Commission 2020 Annual Report, submitted by the Securities Commission, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Dr Vladimir Orlic concluded the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
