Forty-Second Sitting of the Committee on Labour, Ex-Servicemen’s and Social Issues
On 18 November, the Committee on Labour, Ex-Servicemen’s and Social Issues held its forty-second sitting, chaired by Committee Chairman Meho Omerovic.
The sitting was attended by Assistant Minister of Labour and Social Policy, Radmila Bukumiric Katic and Assistant Minister of Health Zorica Pavlovic.
The Committee members considered the Bill amending and modifying the Law on Salaries in Public Agencies and Public Services, submitted by the Government of the
The Bill aims to create the appropriate conditions to reform the financing of health care i.e. health insurance on all the levels of health care. On the primary level it introduces a new payment model – per capita, while on the secondary and tertiary level of health care the financing system is to be amended by the introduction of diagnosis-
related grouping (DRG) payment system. It was proposed that the salaries paid from the compulsory health insurance funds comprise base salary, payment by effect, wage supplement and duties employees’ pay in tax and contributions. In addition, the introduction of such a manner of salary calculation creates allows for the payment of remuneration according to output.
Following the debate, the Committee accepted the Bill amending and modifying the Law on Salaries in Public Agencies and Public Services, in principle.
