First Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the First Special Sitting of the National Assembly of the Republic of Serbia in its 13th legislature for Tuesday, 13 September 2022, starting at 10 am.


For the sitting, the National Assembly Speaker ascertained the following one-item agenda:

  1. Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022.
Before moving onto the agenda the National Assembly Speaker asked the MPs to pay respects to the late MP and National Assembly Deputy Speaker Bozidar Delic with a minute’s silence.

The Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022 was presented by the President of the Republic of Serbia Aleksandar Vucic.

The sitting was attended by the Director of the Office for Kosovo-Metohija Dr Petar Petkovic and the Director of the Office for Coordination of Affairs in the Process Of Negotiation with the Provisional Institutions of Self-Government in Pristina Miloje Zdravkovic.

Pursuant to Article 97 paragraph 3 of the Rules of Procedure, the National Assembly decided to double the discussion time on the only item on the agenda to 10 hours.

The National Assembly commenced and for the remainder of the day conducted a debate on the only item on the agenda.

On the second day of the proceedings, 14 September, the National Assembly continued the debate on the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022.

In the course of the proceedings, pursuant to article 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Ana Brnabic, Marija Z. Jovanovic, Dr Jelena Begovic, Smiljana Maksimovic, Tatjana Matic, Gordana Matkovic, Milos Vucevic, Marija Radulovic, Violeta Filip, Lazar Ristovski and Aleksandra Djankovic before the expiry of the term they were elected for.

The Committee on Administrative, Budgetary, Mandate and Immunity Issues also considered the information concerning the death of MP and National Assembly Deputy Speaker Bozidar Delic, and ascertained that that the situation falls under Article 131, paragraph 2 of the Law on Election of MPs according to which death is listed as a reason for the termination of an MP’s term of office before the expiry of the term they were elected for, thus, pursuant to Article 133 of the same Law, the National Assembly noted the termination of the abovementioned MP’s term of office.

As the National Assembly completed the debate on the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022, the Chair, National Assembly Speaker Dr Vladimir Orlic set Wednesday, 14 September 2022, as Voting Day on the only item on the agenda of the First Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature, starting at 11.59 pm.

Voting Day

On Voting Day, 14 September 2022, the National Assembly accepted the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and ruled that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Dr Vladimir Orlic concluded the First Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature.
