First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024 for Monday, 7 October 2024, starting at 10 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the mixed choir of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

Following the national anthem, the National Assembly Speaker noted that the quorum necessary for the work and ruling of the National Assembly is lacking and in line with Article 88, paragraph 2, of the National Assembly Rules of Procedure postponed the beginning of the sitting to 11.10 am.

Having ascertained the quorum, the National Assembly ascertained the following agenda:

  1. Bill amending and modifying the Law on Mining and Geological Explorations, submitted by 86 MPs of the National Assembly of the Republic of Serbia.
The National Assembly commenced the debate in principle on the only item on the agenda.

The Bill was presented by MP Danijela Nestorovic as representative of the submitters.

The sitting was attended by Minister of Mining and Energy Dubravka Djedovic Handanovic.

For the remainder of the day the National Assembly conducted the debate in principle on the only item on the agenda.

On the second day of the proceedings, 8 October 2024, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Dragana Rakic, Milica Marusic Jablanovic, Ahmedin Skrijelj, Milija Miletic, Dragan Stanojevic, Zdravko Ponos, Rastislav Dinic, Sladjana Radisavljevic, Natasa Bogunovic, Milos Parandilovic, Jelena Milosevic and Dr Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the debate in principle on the Bill amending and modifying the Law on Mining and Geological Explorations.

On the third day of the proceedings, 9 October 2024, the National Assembly continued and for the remainder of the day conducted the debate in principle on the only bill on the agenda - the Bill amending and modifying the Law on Mining and Geological Explorations.

On the fourth day of the proceedings, 10 October 2024, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zagorka Aleksic, Dragan Jonic, Milija Miletic, Minela Kalender, Branko Pavlovic, Dr Borislav Antonijevic, Dragan M. Markovic, Nebojsa Novakovic, Dr Tijana Peric Diligenski, Doc.Dr Biljana Djordjevic, Ljubinko Djurkovic, Slavica Radovanovic, Borko Stefanovic and Ugljesa Grgur, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and by the end of the workday concluded the debate in principle on the only item on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024.

As the National Assembly had completed the debate on the only item on the agenda, National Assembly Speaker Ana Brnabic set Thursday, 10 October 2024, as Voting Day on the only item on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024, starting at 5.30 pm.

Voting Day

On Voting Day, 10 October 2024, the National Assembly ruled, by majority vote, not to adopt the Bill amending and modifying the Law on Mining and Geological Explorations.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Ana Brnabic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024.
