First Sitting of the National Assembly of the Republic of Serbia, 13th Legislature

The First (Constituting) Sitting of the National Assembly of the Republic of Serbia, 13th Legislature, convened by the National Assembly Speaker form the previous legislature, Ivica Dacic, commenced on Monday, 1 August 2022, at 10 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the vocal ensemble Nocturne.

The sitting was chaired by the oldest Member of Parliament Vladeta Jankovic, from the Electoral List Marinika Tepic – United for Serbia’s Victory (Party of Freedom and Justice, People’s Party, Democratic Party, DZVM – VMDK, Party of Serbia’s Macedonians, Movement of Free Citizens, United Trade Unions of Serbia “Sloga”, Movement for a Reversal, Movement Free Serbia, Vlach Party), assisted, in line with Article 3 of the National Assembly Rules of Procedure, by the youngest Members of Parliament from the four electoral lists which had won the most parliamentary seats and the National Assembly Secretary General i.e. his Deputy viz. the following: Nikola Bokan, Pavle Grbovic, Dubravka Kralj, Jelena Bogdanovic, Veljko Odalovic and Srdjan Smiljanic

Pursuant to Article 101 of the Constitution of the Republic of Serbia, Article 16 of the Law on the National Assembly and Article 4 of the National Assembly Rules of Procedure, the following agenda was set for the sitting:

  1. Verification of the terms of office of the Members of Parliament;
  2. Election of the Speaker of the National Assembly;
  3. Election of the Deputy Speakers of the National Assembly;
  4. Appointment of the Secretary General of the National Assembly;
  5. Election of members of the working bodies of the National Assembly, and
  6. Election of members of the standing parliamentary delegations to international institutions.
In order to verify the MPs’ terms of office, the National Assembly formed a Commission to establish whether the data in the certificate on the election of each MP coincides with the data in the Report of the Republic Electoral Commission on the conducted elections, comprising: Aleksandar Markovic, elected from the Electoral List ALEKSANDAR VUCIC – Together We Can Do Anything, Prof. Dr Vladimir Obradovic, elected from the Electoral List Marinika Tepic – United for Serbia’s Victory (Party of Freedom and Justice, People’s Party, Democratic Party, DZVM – VMDK, Party of Serbia’s Macedonians, Movement of Free Citizens, United Trade Unions of Serbia “Sloga”, Movement for a Reversal, Movement Free Serbia, Vlach Party), and Ugljesa Markovic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA.

The Commission ascertained that all the 250 MPs’ certificates comply with the certificates issued by the Republic Electoral Commission and submitted a Report on it to the National Assembly.

Based on the Commission’s Report, the National Assembly verified the terms of office of all the Members of Parliament of the new legislature, and with the verification, the National Assembly was constituted.

The new MPs took the following oath of office:

"I do solemnly swear that I will perform the duty of Member of Parliament with devotion, honourably, truly and faithfully to the Constitution, defend human and minority rights and freedoms of citizens, and to the best of my knowledge and ability, serve the citizens of Serbia, the truth and justice".

On the second day of the proceedings, 2 August 2022, the Chair, oldest Member of Parliament Vladeta Jankovic informed the MPs that, in line with Article 22 of the Rules of Procedure, the following Parliamentary Groups have been formed in the National Assembly:

  1. “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Parliamentary Group, with Milenko Jovanov as Head, and Marina Ragus as Deputy Head;
  2. IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group, with Ivica Dacic as Head and Djordje Milicevic as Deputy Head;
  3. UNITED – SSP, PSG, SLOGA TRADE UNION, PZP Parliamentary Group, with Marinika Tepic as Head and Pavle Grbovic as Deputy Head;
  4. HOPE – NEW DSS – POKS Parliamentary Group, with Dr Milos Jovanovic as Head and Vojislav Mihailovic as Deputy Head;
  5. People’s Party Parliamentary Group, with Miroslav Aleksic as Head and Stefan Jovanovic as Deputy Head;
  6. Serbian Party Oathkeepers Parliamentary Group, with Milica Stamenkovski Djurdjevic as Head and Nikola Dragicevic as Deputy Head;
  7. Democratic Party – DS Parliamentary Group, with Zoran Lutovac as Head and Dragana Rakic as Deputy Head;
  8. United Serbia Parliamentary Group, with Dragan Markovic as Head and Zivota Starcevic as Deputy Head;
  9. WE HAVE TO – TOGETHER Parliamentary Group, with Nebojsa Zelenovic as Head and Aleksandar Jovanovic as Deputy Head;
  10. Social Democratic Party of Serbia Parliamentary Group, with Branimir Jovanovic as Head and Dr Muamer Bacevac as Deputy Head;
  11. PUPS – Solidarity and Justice Parliamentary Group, with Stefan Krkobabic as Head and Haji Milorad Stosic as Deputy Head;
  12. SERBIAN MOVEMENT DVERI – PATRIOTIC BLOC Parliamentary Group, with Bosko Obradovic as Head and Ivan Kostic as Deputy Head;
  13. Alliance of Vojvodina Hungarians Parliamentary Group, with Dr Balint Pasztor as Head and Elvira Kovacs as Deputy Head;
  14. GREEN – LEFT CLUB, DON’T LET BELGRADE D(R)OWN, WE HAVE TO Parliamentary Group, with Radomir Lazovic as Head and Doc. Dr Biljana Djordjevic as Deputy Head, and
  15. EUROPEAN REGIONS – Vojvodina, Sandzak, Presevo Valley Parliamentary Group, Aleksandar Oleinik as Head and Enis Imamovic as Deputy Head.
The National Assembly then moved onto the second item on its agenda – election of the Speaker of the National Assembly.

The Chair informed the MPs that, in line with Article 9 of the National Assembly Rules of Procedure, he had received a single nomination for National Assembly Speaker.

Dr Vladimir Orlic, elected from the Electoral List ”ALEKSANDAR VUCIC – Together We Can Do Anything”, was nominated for National Assembly Speaker.

Representative of the nominator, Head of the ”ALEKSANDAR VUCIC – Together We Can Do Anything” Parliamentary Group Milenko Jovanov provided the rationale on the nomination.

In the course of the sitting the Chair, Vladeta Jankovic, informed the MPs that Ana Brnabic had tendered a written resignation to the post of MP.

Having completed the discussion on the nominated candidate, the MPs decided to vote for National Assembly Speaker openly, by roll call. By majority vote, MP Dr Vladimir Orlic was elected National Assembly Speaker.

The National Assembly then moved on to item 3 on the agenda – election of the Deputy Speakers of the National Assembly.

National Assembly Speaker Dr Vladimir Orlic informed the MPs that the following had been nominated for National Assembly Deputy Speakers: Zoran Lutovac, elected from the Electoral List Marinika Tepic – United for Serbia’s Victory (Party of Freedom and Justice, People’s Party, Democratic Party, DZVM – VMDK, Party of Serbia’s Macedonians, Movement of Free Citizens, United Trade Unions of Serbia “Sloga”, Movement for a Reversal, Movement Free Serbia, Vlach Party), Sandra Bozic, elected from the Electoral List ALEKSANDAR VUCIC – Together We Can Do Anything, Snezana Paunovic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA, Elvira Kovacs, elected from the Electoral List Alliance of Vojvodina Hungarians - István Pásztor, Bozidar Delic, elected from the Electoral List DR MILOS JOVANOVIC – HOPE FOR SERBIA – Serbia Coalition HOPE – National Democratic Alternative – Democratic Party of Serbia (DSS) – For the Kingdom of Serbia (MONARCHISTS) – Vojislav Mihailovic, Usame Zukorlic, elected from the Electoral List THE MUFTI’S LEGACY – Justice and Reconciliation Party (SPP) – Usame Zukorlic, and Borko Stefanovic, elected from the Electoral List Marinika Tepic – United for Serbia’s Victory (Party of Freedom and Justice, People’s Party, Democratic Party, DZVM – VMDK, Party of Serbia’s Macedonians, Movement of Free Citizens, United Trade Unions of Serbia “Sloga”, Movement for a Reversal, Movement Free Serbia, Vlach Party).

Before moving on to vote on the candidates nominated for National Assembly Deputy Speakers, the MPs decided that the 13th legislature of the National Assembly is to have seven Deputy Speakers whose election should be conducted openly, by roll call.

Based on the submitted nominations, the National Assembly Speaker ascertained the following List of Candidates for National Assembly Deputy Speakers:

  1. Sandra Bozic,
  2. Bozidar Delic,
  3. Usame Zukorlic,
  4. Elvira Kovacs,
  5. Zoran Lutovac,
  6. Snezana Paunovic and
  7. Borko Stefanovic.
The MPs elected the nominated candidates for National Assembly Deputy Speakers by majority vote.

National Assembly Speaker Dr Vladimir Orlic congratulated the National Assembly Deputy Speakers on the behalf of the MPs and on his own behalf.

The National Assembly also considered item 4 on the agenda - appointment of the Secretary General of the National Assembly. The MPs appointed Srdjan Smiljanic Secretary General of the National Assembly by majority vote. National Assembly Speaker Dr Vladimir Orlic congratulated Srdjan Smiljanic on being appointed Secretary General of the National Assembly on the behalf of the MPs and on his own behalf.

The MPs went on to consider and adopt the Decision Proposal on the Election of members of the working bodies of the National Assembly.

Finally, the MPs also considered and adopted the Decision Proposal on the composition of the standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions and the Decision Proposal on the composition of the Stabilisation and Association Parliamentary Committee.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and ruled that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the First Sitting of the National Assembly of the Republic of Serbia, 13th Legislature.
