First Sitting of the National Assembly of the Republic of Serbia, 12th Legislature

The First (Constituting) Sitting of the National Assembly of the Republic of Serbia, convened by the National Assembly Speaker form the previous legislature, Maja Gojkovic, commenced on Monday, 3 August 2020, at 10 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by vocal soloist Katarina Bozic, member of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

The sitting was chaired by the oldest Member of Parliament Smilja Tisma, from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, assisted, in line with Article 3 of the National Assembly Rules of Procedure, by the youngest Members of Parliament from the four electoral lists which had won the most parliamentary seats and the National Assembly Secretary General i.e. his Deputy viz. Nikola Lazic, Dubravko Kralj, Sofija Maksimovic, Nandor Kis, Srdjan Smiljanic and Branko Marinkovic.

Pursuant to Article 101 of the Constitution of the Republic of Serbia, Article 16 of the Law on the National Assembly and Article 4 of the National Assembly Rules of Procedure, the following agenda was set for the sitting:

  1. Verification of the terms of office of the Members of Parliament,
  2. Election of the Speaker of the National Assembly,
  3. Election of the Deputy Speakers of the National Assembly,
  4. Appointment of the Secretary General of the National Assembly, and
  5. Election of members of the working bodies of the National Assembly.
In order to verify the MPs’ terms of office, the National Assembly formed a Commission to establish whether the data in the certificate on the election of each MP coincides with the data in the Report of the Republic Electoral Commission on the conducted elections, comprising: Aleksandar Markovic, elected from the Electoral List ALEKSANDAR VUCIC – FOR OUR CHILDREN, Ugljesa Markovic, elected from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma” and Aleksandra Camagic, elected from the Electoral List ALEKSANDAR SAPIC – VICTORY FOR SERBIA.

The Commission ascertained that all the 250 MPs’ certificates comply with the certificates issued by the Republic Electoral Commission and submitted a Report on it to the National Assembly. Based on the Commission’s Report, the National Assembly verified the terms of office of all the Members of Parliament of the new legislature, and with the verification, the National Assembly was constituted.

The new MPs took the following oath of office:

"I do solemnly swear that I will perform the duty of Member of Parliament with devotion, honourably, truly and faithfully to the Constitution, defend human and minority rights and freedoms of citizens, and to the best of my knowledge and ability, serve the citizens of Serbia, the truth and justice".

The Chair, Smilja Tisma, wished the newly-elected MPs successful cooperation in the coming mandate and informed the attending that they will be duly informed about the continuation of the sitting.

On the second day of the proceedings, 22 October 2020, the Chair, oldest Member of Parliament Smilja Tisma informed the MPs that, in line with Article 22 of the Rules of Procedure, the following Parliamentary Groups have been formed in the National Assembly:

  1. “Aleksandar Vucic – For Our Children” Parliamentary Group, with Dr Aleksandar Martinovic as Head, and Sandra Bozic as Deputy Head;
  2. Socialist Party of Serbia Parliamentary Group, with Ivica Dacic as Head and Djordje Milicevic as Deputy Head;
  3. Social Democratic Party of Serbia Parliamentary Group, with Branimir Jovanovic as Head and Natasa Mihailovic Vacic as Deputy Head;
  4. SPAS Parliamentary Group, with Marina Ragus as Head and Radovan Tvrdisic as Deputy Head;
  5. Alliance of Vojvodina Hungarians Parliamentary Group, with Dr Balint Pasztor as Head and Elvira Kovacs as Deputy Head;
  6. PUPS -"Three P’s" Parliamentary Group, with Milan Krkobabic as Head and Mira Petrovic as Deputy Head;
  7. United Serbia Parliamentary Group, with Dragan Markovic as Head and Zivota Starcevic as Deputy Head; and
  8. UNITED VALLEY - SDA SANDZAK Parliamentary Group, with Shaip Kamberi as Head and Enis Imamovic as Deputy Head.
Before moving on to the agenda, MPs Bratimir Vasiljevic, Katarina Rakic and Zeljko Tomic took the oath of office as they had not done so on verification of their mandate upon the constitution of the National Assembly.

Election of the Speaker of the National Assembly of the Republic of Serbia

The National Assembly then moved onto the second item on its agenda – election of the Speaker of the National Assembly.

The Chair informed the MPs that, in line with Article 9 of the National Assembly Rules of Procedure, she had received a single nomination for National Assembly Speaker.

Ivica Dacic, elected from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, was nominated for National Assembly Speaker.

Representative of the nominator MP Djordje Milicevic provided the rationale on the nomination.

In the continuation of the proceedings, the National Assembly noted the resignation of Ivica Dacic to the post of First Deputy Prime Minister and Minister of Foreign Affairs.

Having completed the discussion on the nominated candidate, the MPs decided to vote for National Assembly Speaker openly, by roll call. By majority vote, MP Ivica Dacic was elected National Assembly Speaker.

The National Assembly then moved on to item 3 on the agenda – election of the Deputy Speakers of the National Assembly.

Before moving on to vote on the candidates nominated for National Assembly Deputy Speakers, the MPs decided that the 12th legislature of the National Assembly is to have six Deputy Speakers whose election should be conducted openly, by roll call.

National Assembly Speaker Ivica Dacic informed the MPs that the following had been nominated for National Assembly Deputy Speakers: Vladimir Orlic, Stefan Krkobabic, Radovan Tvrdisic, Marija Jevdjic, Elvira Kovacs and Muamer Zukorlic, who were then elected to the post by majority vote.

The National Assembly also considered item 4 on the agenda - appointment of the Secretary General of the National Assembly. The MPs appointed Veljko Odalovic Secretary General of the National Assembly by majority vote.

On the second day of the proceedings, the MPs also considered the last item on the agenda and adopted the Proposal of the Decision on the Election of members of the working bodies of the National Assembly.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and ruled that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the First Sitting of the National Assembly of the Republic of Serbia, 12th Legislature.
