First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2020

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2020, for Monday, 2 March, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the choir of the Serbian Armed Forces.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending the Law on Weapons and Ammunition, submitted by MPs Marijan Risticevic, Djordje Komlenski and Bojan Torbica;

  2. Bill on the Confirmation of the Protocol amending the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, submitted by the Government;

  3. Bill on the Confirmation of Annex 1 of the Agreement on Economic and Technological Cooperation between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;

  4. Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, submitted by the Party of Modern Serbia Parliamentary Group.
The MPs accepted the proposal of Dr Aleksandar Martinovic to complete a joint single debate on items 2 and 3 on the agenda.

Pursuant to the Law on Election of MPs and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, National Assembly Speaker Maja Gojkovic noted the termination of the term of office before the expiry of the term she was elected for of MP Vera Paunovic, on the day of her death.

The National Assembly then commenced, and by the end of the day completed, a debate in principle on the Bill amending the Law on Weapons and Ammunition, presented by representative of the submitters MP Marijan Risticevic.

On the second day of the proceedings, 3 March, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Muamer Bacevac, Aleksandar Seselj, Nedjo Jovanovic, Djordje Vukadinovic, Marijan Risticevic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced and conducted a joint single debate on the Bill on the Confirmation of the Protocol amending the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data and the Bill on the Confirmation of Annex 1 of the Agreement on Economic and Technological Cooperation between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic as representative of the submitter.

In the course of the sitting, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Slobodan Velickovic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.

The National Assembly completed the joint single debate on items 2 and 3 on the agenda and by the end of the day also considered the Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, submitted by the Party of Modern Serbia Parliamentary Group.

On the third day of the proceedings, 4 March, the National Assembly conducted and concluded a debate in detail on the Bill amending the Law on Weapons and Ammunition.

In the course of the sitting, newly-elected MP Slobodan Velickovic from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, took the oath of office and National Assembly Speaker Maja Gojkovic wished him success.

As the National Assembly had completed a debate on all the items on the agenda, National Assembly Deputy Speaker Veroljub Arsic set Wednesday, 4 March, as Voting Day on all the items on the agenda of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 3.20 pm.

Voting Day

On Voting Day, 4 March, by majority vote, the National Assembly passed the Bill amending the Law on Weapons and Ammunition, submitted by MPs Marijan Risticevic, Djordje Komlenski and Bojan Torbica, Bill on the Confirmation of the Protocol amending the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, submitted by the Government, Bill on the Confirmation of Annex 1 of the Agreement on Economic and Technological Cooperation between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government, and the Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, submitted by the Party of Modern Serbia Parliamentary Group

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2020.
