First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 2 March 2011, starting at 10 a.m.


The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 2 March 2011, starting at 10 a.m.

The National Assembly set the following agenda:

1.The Bill amending and modifying the Law on Planning and Construction, submitted by the Government

2.The Bill on Social Welfare, submitted by the Government

3.The Bill on Sports, submitted by the Government

4.The Bill amending the Law on the 2011 Census of Population, Households and Dwellings, submitted by the Government

5.The Bill amending the Law on the 2011 Agricultural Census, submitted by the Government

6.The Proposal of the Decision on the Official Statistics Programme for 2011-2015, submitted by the Government

7.The Bill amending and modifying the Property Tax Law, submitted by the Government

8.The Bill amending the Law on the Tax Payable on the Use, Keeping and Carrying Goods, submitted by the Government

9.The Bill Granting Guarantee by the Republic of Serbia in favour of Hypo Alpe-Adria-Bank a.d. Belgrade under the debt of the Municipalities of Kosovska Mitrovica, Zvecan and Zubin Potok, submitted by the Government

26.Nomination for Anti-Corruption Agency Committee Member, submitted by the Government

27.The Proposal of the Decision on the Election of Serbian Health Council Member, Serbian Health Council

28.The Bill on the Confirmation of the Agreement regulating expense reimbursement between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government

29.The Proposal of the Decision amending the Decision Establishing the Composition of Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic.

At the beginning of the sitting, the National Assembly Speaker greeted the members of the St Prince Lazar choir from Krusevac who sang the national anthem of the Republic of Serbia, on the behalf of the deputies and herself.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and unified debate on items 4, 5 and 6 on the agenda, joint debate in principle and unified debate on items 7, 8, 9, 10, 11, 12, 13 and 28 on the agenda, joint debate on items 14 through 22 on the agenda and joint unified debate on items 23, 24, 25, 26, 27 and 29 on the agenda.

In the morning part of the proceedings, the National Assembly commenced a debate in principle on the Bill amending and modifying the Law on Planning and Construction. On the behalf of the submitters, the proposed amendments and modifications were explained by Minister of Environment and Spatial Planning Oliver Dulic. He said that the proposed amendments and modifications would continue the reform and establish order in the construction industry, speed up the issuance of building permits and complete the legalisation of the 790 thousand buildings. According to him, Serbia will in the next few years for the first time in its history be covered by documents on urban planning.

For the remainder of the day, the National Assembly conducted and completed the debate in principle on the Bill amending and modifying the Law on Planning and Construction.


On the second day of work, 3 March, the National Assembly continued the session with a debate in principle on the Bill on Social Welfare.

Before commencing proceedings, the heads i.e. authorised representatives of the parliamentary groups, deputies Milos Aligrudic, Bojan Djuric, Srdjan Spasojevic and Dragan Todorovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The Bill was elaborated by Minister of Labour and Social Policy Rasim Ljajic.

By the end of the day the National Assembly had concluded the debate in principle on the Bill on Social Welfare.


On the third day of work, 7 March, the National Assembly continued the session with a debate in principle on the Bill on Sports.

On the behalf of the submitters, Minister of Youth and Sport Snezana Samardzic-Markovic elaborated the basic tenets of the Bill and the most important innovations it introduces.

In the morning part of the proceedings, at the proposal of the Administrative Committee, the National Assembly noted the termination of term of office of deputy Sava Cojcic, elected from the For European Serbia – Boris Tadic electoral list, before the expiration of the term he was elected to.

By the end of the day the National Assembly had concluded the debate in principle on the Bill on Sports.

On the fourth day of work, 8 March, the National Assembly commenced a joint debate in principle and unified debate on the Bill amending the Law on the 2011 Census of Population, Households and Dwellings, Bill amending the Law on the 2011 Agricultural Census and the Proposal of the Decision on the Official Statistics Programme for 2011-2015.

At the beginning of the sitting, the Chair, National Assembly Deputy Speaker Gordana Comic congratulated everyone in Serbia on 8 March, International Women’s Day, on the behalf of National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic and all the deputies.

Before commencing proceedings, the heads i.e. authorised representatives of the parliamentary groups, Nikola Krpic, Slobodan Samardzic, Riza Halimi, Jovan Damjanovic, Dragan Todorovic, Miroslav Markicevic and Mirko Cikiriz requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

For the remainder of the morning part of the proceedings, the deputies conducted the joint debate in principle and unified debate on the Bills after which the Chair, National Assembly Deputy Speaker Gordana Comic called a recess so as to commence the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011.

The Chair informed the deputies that they shall be duly notified about the continuation of the First Sitting of the First Regular Session and that the proceedings will be continued by a joint debate in principle and unified debate on the Bills amending the Law on the 2011 Census of Population, Households and Dwellings, amending the Law on the 2011 Agricultural Census and the Proposal of the Decision on the Official Statistics Programme for 2011-2015.


On the fifth day of work, 14 March, the National Assembly continued the First Sitting of the First Regular Session in 2011.

At the beginning of the proceedings,the National Assembly accepted the proposal of deputy Gordana Comic that the Nominations for the election of elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position, submitted to the National Assembly by the State Prosecutors Council and the Proposal of the Decision on the election of High Judicial Council members from the ranks of judges, submitted by the High Judicial Council, be included into the agenda under urgent procedure.

The National Assembly went on to note the resignations of Serbian Government ministers who had resigned from duty. The Assembly verified the resignations of the ministers of: finance Diana Dragutinovic, agriculture Sasa Dragin, energy and mining Petar Skundric, trade and services Slobodan Milosavljevic, telecommunications and information society Jasna Matic, culture Nebojsa Bradic, religions Bogoljub Sijakovic, human and minority rights Svetozar Ciplic, science and technological development Bozidar Djelic, infrastructure Milutin Mrkonjic, public administration and local self-governmentMilan Markovic, education Zarko Obradovic, environment and spatial planning Oliver Dulic and the diaspora Srdjan Sreckovic.

National Assembly Speaker Slavica Djukic-Dejanovic adjourned the First Sitting of the First Regular Session in 2011 so that the Second Special Sitting of the National Assembly in 2011 could begin, in line with article 101 paragraph 1 of the Rules of Procedure.

On the sixth day of work, 15 March, the National Assembly concluded the joint debate in principle and unified debate on the Bill amending the Law on the 2011 Census of Population, Households and Dwellings, Bill amending the Law on the 2011 Agricultural Census and the Proposal of the Decision on the Official Statistics Programme for 2011-2015.

Before commencing proceedings, the heads i.e. authorised representatives of the parliamentary groups, Dragan Todorovic, Cedomir Jovanovic, Milos Aligrudic and Dragan Sormaz requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct a joint debate in principle and unified debate on the Bills listed as items 7, 8, 9, 10, 11, 12, 13 and 28 on the agenda.

Representative of the submitter, Deputy Prime Minister Bozidar Djelic elaborated the eight financial Bills.

By the end of the day the National Assembly had concluded the joint debate in principle and unified debate on the Bills.


On the seventh day of work, 16 March, the National Assembly conducted and concluded a joint unified debate on the Bills listed as items 14 through 22 on the agenda.

At the beginning of the proceedings, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic asked the deputies to pay respects to the victims of the Japanese catastrophe by a minute of silence.

In the morning part of the proceedings, the National Assembly conducted and concluded a joint unified debate on the Proposal of the Decision on the Election of President, Vice President and Members of the Board of Directors of the Republic Agency for Electronic Communication, Nominations for President and Members of the Fiscal Council, Candidate List for the Election of Republic Broadcasting Council Member from the ranks of the Conference of Universities of Serbia, Nomination for Anti-Corruption Agency Committee Member, Proposal of the Decision on the Election of Serbian Health Council Member and the Proposal of the Decision amending the Decision Establishing the Composition of Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.


On the eighth day of work, 17 March, at the beginning of the proceedings, the National Assembly paid respects to the victims of the Japanese earthquake by a minute of silence.

The National Assembly conducted a unified debate on the Nominations for elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position, submitted to the National Assembly by the State Prosecutors Council and the Proposal of the Decision on the election of High Judicial Council members from the ranks of judges, submitted by the High Judicial Council.

The heads i.e. authorised representatives of the parliamentary groups, Vjerica Radeta, Milos Aligrudic, Velimir Ilic, Kenan Hajdarevic and Veroljub Arsic requested information and explanations in line with article 286 of the Rules of Procedure.

The Nominations for elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position was elaborated by the President of the State Prosecutors Council Zagorka Dolovac.

The State Prosecutors Council nominated the following for elective members: from the ranks of the high prosecutors office Branko Stamenkovic from Belgrade, and from the ranks of basic public prosecutors offices Danijela Sindjelic from Belgrade and Majda Rakic from Kraljevo.

The High Judicial Council nominated the following for elective members: Mirjana Ivic from Belgrade, judge at the High Court of Cassation, Milomir Lukic, judge at the Appellate Court in Belgrade, Aleksandar Stoiljkovski, judge at the Commercial Court in Zrenjanin, Blagoje Jaksic, judge at the High Magistrates Court, Sonja Vidanovic, judge at the Subotica Basic Court and Branka Bancevic, judge at the Appellate Court in Novi Sad. The nominations were elaborated by the President of the High Judicial Council Nata Mesarovic.

By the end of the day, the National Assembly concluded the unified debate on the nominations for elective members of the State Prosecutors Council and theHigh Judicial Council.


On the ninth day of work, 22 March, the National Assembly conducted a debate on the particulars on the Bill amending and modifying the Law on Planning and Construction.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Zoran Krasic, Cedomir Jovanovic and Aleksandar Pejcic requested information and explanations, in line with article 286 of the Rules of Procedure.

In the morning part of the session, at the proposal of the Administrative Committee, the National Assembly noted the termination of term of office of deputy Elizabet Paunovic, elected from the For European Serbia – Boris Tadic electoral list, on the day her resignation was tendered, before the expiration of the term she was elected to.

By the end of the day the National Assembly had concluded the debate on the particulars on the Bill amending and modifying the Law on Planning and Construction.


On the tenth day of work, 23 March, the National Assembly conducted and concluded a debate on the particulars on the Bill on Social Welfare.

On the eleventh day of work, 24 March, the National Assembly conducted a debate on the particulars on the Bill on Sports.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Sinisa Stamenkovic, Miroslav Petkovic and Mico Rogovic requested information and explanations in line with article 286 of the Rules of Procedure.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted a group of students from Bor who observed part of the sitting from the gallery of the Great Hall of the National Assembly House, on the behalf of the deputies and herself.

During the morning part of the proceedings, the Chair, National Assembly Deputy Speaker Nikola Novakovic informed the deputies that part of the sitting was being observed from the gallery of the Great Hall of the National Assembly House by a group of high-school students, members of the Union of High-School Parliaments from Pozarevac and greeted them on the behalf of the deputies and himself.

In the morning part of the proceedings, at the proposal of the Administrative Committee, the National Assembly noted the existence of sufficient grounds to verify the term of office of deputy Slavisa Zlatanovic, elected from For European Serbia – Boris Tadic electoral list.

By the end of the day the National Assembly had concluded the debate on the particulars on the Bill on Sports.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that on Tuesday, 29 March, at 11:30 a.m., they will be addressed by the European Commissioner for Enlargement Stefan Fule at a special National Assembly sitting.


On the twelfth day of work, 29 March, the National Assembly conducted and concluded a debate on the particulars on the Bills amending the Law on the 2011 Census of Population, Households and Dwellings and the Law on the 2011 Agricultural Census.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Riza Halimi, Miroslav Markicevic, Zeljko Tomic, Jorgovanka Tabakovic, Dragan Todorovic and Mirko Cikiriz requested information and explanations in line with article 286 of the Rules of Procedure.


On the thirteenth day of work, 30 March, the National Assembly conducted and concluded a debate on the particulars on the Bill amending and modifying the Property Tax Law.

In the course of the sitting, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that part of the sitting was being viewed from the gallery of the Great Hall by a group of citizens and a delegation of the German Ministry of the Interior, headed by Dr Ole Schröder.


On the third day of work, 10 March, the National Assembly commenced a debate on the particulars on the Bill amending and modifying the Law on the Government.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Sinisa Stamenkovic, Bojan Djuric, Miroslav Markicevic, Jovan Palalic, Jorgovanka Tabakovic and Boris Aleksic requested information and explanations in line with article 286 of the Rules of Procedure.

For the remainder of the day the National Assembly conducted the debate on the particulars on the Bill amending and modifying the Law on the Government.

On the fourth day of work, 11 March, the National Assembly conducted and completed a debate on the particulars on the Bill amending and modifying the Law on the Government and the Bill on Ministries.

As the National Assembly had completed the discussion in principle and on the particulars on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Friday, 11 March 2011, as Voting Day on the items on the agenda for the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 3 p.m.

Voting Day

On Voting Day, 11 March, the National Assembly adopted the Bill amending and modifying the Law on the Government and the Bill on Ministries, by a majority of votes.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011 and informed the deputies that the continuation of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011 is scheduled for Monday, 14 March, starting at 10 a.m.

On the fourteenth day of the session, 31 March, the National Assembly included the Nominations for the election of elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position, submitted to the National Assembly by the State Prosecutors Council on 28 March 2011 and the Proposal of the Decision on the election of deputy Committee members of the National Assembly, submitted by the National Assembly Speaker Slavica Djukic-Dejanovic, into the agenda for the First Sitting under urgent procedure.

The President of the State Prosecutors Council Zagorka Dolovac elaborated the Nominations for the election of elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position, on the behalf of the submitters.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Dragan Todorovic, Miroslav Markicevic, Konstantin Arsenovic and Zoran Sami requested information and explanations in line with article 286 of the Rules of Procedure.

The National Assembly concluded the unified debate on the Nominations for the election of elective members of the State Prosecutors Council from and the Proposal of the Decision on the election of deputy Committee members of the National Assembly.

As the National Assembly had completed the discussion in detail and on the particulars on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Thursday, 31 March 2011, as Voting Day on the items on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 12 p.m.

On Voting Day, by a majority of votes, the National Assembly adopted the Proposal of the Decision on the Election of President, Vice President and Members of the Board of Directors of the Republic Agency for Electronic Communication.

By a majority of votes, the National Assembly elected Dr Pavle Petrovic President of the Fiscal Council, at the proposal of the President of the Republic, Dr Vladimir Vuckovic member of the Fiscal Council, at the proposal of the Governor of the National Bank of Serbia, and Nikola Altiparmakov member of the Fiscal Council, at the proposal of the Minister of Finance.

By a majority of votes, the National Assembly elected Goran Petrovic member of the Republic Broadcasting Council from the ranks of the Conference of Universities of Serbia.

By a majority of votes, the National Assembly elected Zlata Djordjevic, deputy editor-in-chief of Beta News Agency, member of the Anti-Corruption Agency Committee.

By a majority of votes, the National Assembly elected Prof. Dr Dragan Savic member of the Serbian Health Council.

By a majority of votes, the National Assembly adopted the Proposal of the Decision amending the Decision Establishing the Composition of Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.

By a majority of votes, the National Assembly adopted the Decision on the election of elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position and the Proposal of the Decision on the election of High Judicial Council members from the ranks of judges.

By a majority of votes, the National Assembly adopted the Decision on the election of elective members of the State Prosecutors Council from the ranks of public prosecutors and deputy public prosecutors with permanent position.

By a majority of votes, the National Assembly adopted the Decision on the election of deputy Committee members of the National Assembly.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of in the course of the sitting and decided that none of the articles of the National Assembly Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the First Sitting of First Regular Session of the National Assembly of the Republic of Serbia in 2011.
