Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, for Tuesday, 1 December 2020, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Milicevic, Enis Imamovic and Ugljesa Mrdic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Anti-Corruption Agency 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  2. Fiscal Council 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  3. Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January – 31 December 2019, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  4. Securities Commission 2019 Annual Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  5. Proposal of the Decision to grant consent to the Energy Agency of the Republic of Serbia 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  6. Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission 2020 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  7. Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
  8. Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission Statute, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 1 to 4 and a joint single debate on items 5 to 8 on the agenda.

The National Assembly then proceeded to commence the joint single debate on items 1 to 4 viz. Anti-Corruption Agency 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Fiscal Council 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January – 31 December 2019, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, and Securities Commission 2019 Annual Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

The proposed documents were presented by the Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic, Deputy Director of the Anti-Corruption Agency Dejan Damjanovic and Chairman of the Securities Commission Marko Jankovic, and the sitting is also attended by the President of the Fiscal Council Dr Pavle Petrovic and the President of the Republic Commission for Protection of Rights in Public Procurement Procedures Hana Kukic and associates.

In the course of the sitting, the National Assembly noted the termination of the term of office of MPs Annamaia Vicsek and Attila Juhasz on the day of their resignation, before the expiry of the term they were elected for.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly then noted the verification of the terms of office of MPs Rozália Ökrész and Dániel Gyivánovity, elected from the Vajdasági Magyar Szövetség-Pásztor István – Alliance of Vojvodina Hungarians - Istvan Pasztor Electoral List.

By the end of the day the National Assembly concluded the joint single debate on items 1 to 4 on the agenda.

On the second day of the proceedings, 2 December, the National Assembly began and by the end of the day concluded a joint single debate on items 5 to 8 on the agenda viz. Proposal of the Decision to grant consent to the Energy Agency of the Republic of Serbia 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission 2020 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, and Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission Statute, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The proposed documents were presented by the Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 2 December 2020, as Voting Day on all the items on the agenda of the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 5.40 pm. 

Voting Day

On Voting Day, 2 December 2020, the National Assembly passed, by majority vote, the Anti-Corruption Agency 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Fiscal Council 2019 Activity Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January – 31 December 2019, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, and Securities Commission 2019 Annual Report, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

The MPs also passed, by majority vote, the Proposal of the Decision to grant consent to the Energy Agency of the Republic of Serbia 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission 2020 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, and Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission Statute, submitted by the Committee on Finance, State Budget and Control of Public Spending.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.
