Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Tuesday, 12 November 2019, starting at 10 am.


Before ascertaining the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Nedjo Jovanovic, Milija Miletic, Miodrag Linta, Nemanja Radojevic and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly ascertained the following agenda:

  1. Bill amending and modifying the Law on Travel Documents, submitted by the Government;
  2. Bill on the Confirmation of the Agreement amending the Agreement on Operational and Strategic Cooperation between the Republic of Serbia and the European Police Office, submitted by the Government;
  3. Bill on the Confirmation of the Memorandum of Understanding between the Ministry of Interior of the Republic of Serbia and the United States Department of Homeland Security on improving cooperation in order to prevent the travel of terrorists and fight against illegal migration, submitted by the Government;
  4. Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Union Agency for cooperation in the implementation of laws on the deployment of liaison officers, submitted by the Government;
  5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia on Replacement and Use of Driving Licences, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Bulgaria on Cooperation in the Protection against Natural and Man-Made Disasters, submitted by the Government;
  7. Bill on the Confirmation of the Agreement among the Governments of the Participating States of the Black Sea Economic Cooperation (BSEC) on collaboration in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters and the Additional Protocol to the Agreement among the Governments of the Participating States of the Black Sea Economic Cooperation (BSEC) on collaboration in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters, submitted by the Government;
  8. Candidate List for President of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  9. Candidate List for three members of the Council of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  10. Proposal of the Decision for the election of a member of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
  11. Proposal of the Decision for the election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1, 2, 3, 4, 5, 6 and 7 on the agenda and a joint single debate on items 8, 9 and 10 on the agenda.

The National Assembly commenced and, by the end of the workday, concluded the joint debate in principle and single debate on items 1, 2, 3, 4, 5, 6 and 7 on the agenda, presented by Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic.

On the second day of the proceedings, 13 November, the National Assembly completed a joint single debate on the Candidate List for President of the Commission for Protection of Competition, Candidate List for three members of the Council of the Commission for Protection of Competition and the Proposal of the Decision for the election of a member of the Securities Commission.

The proposed documents were presented by representatives of the submitters Snezana B. Petrovic, Chairperson of the Committee on the Economy, Regional Development, Trade, Tourism and Energy, and Dr Aleksandra Tomic, Chairperson of the Committee on Finance, State Budget and Control of Public Spending.

The National Assembly then went on to complete a single debate on the Proposal of the Decision for the election of a member of the Council of the Governor of the National Bank of Serbia, presented by representative of the submitter Veroljub Arsic, National Assembly Deputy Speaker and member of the Committee on Finance, State Budget and Control of Public Spending.

On the third day of the proceedings, 14 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vladimir Djuric, Djordje Komlenski, Olena Papuga, Dr Danijela Stojadinovic, Aleksandar Seselj, Djordje Vukadinovic and Srbislav Filipovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence and complete a debate in detail on the Bill amending and modifying the Law on Travel Documents.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 14 November, as Voting Day on all the items on the agenda of the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 3.30 pm.

Voting Day

On Voting Day, 14 November, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on Travel Documents, Bill on the Confirmation of the Agreement amending the Agreement on Operational and Strategic Cooperation between the Republic of Serbia and the European Police Office, Bill on the Confirmation of the Memorandum of Understanding between the Ministry of Interior of the Republic of Serbia and the United States Department of Homeland Security on improving cooperation in order to prevent the travel of terrorists and fight against illegal migration, Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Union Agency for cooperation in the implementation of laws on the deployment of liaison officers, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia on Replacement and Use of Driving Licences, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Bulgaria on Cooperation in the Protection against Natural and Man-Made Disasters and the Bill on the Confirmation of the Agreement among the Governments of the Participating States of the Black Sea Economic Cooperation (BSEC) on collaboration in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters and the Additional Protocol to the Agreement among the Governments of the Participating States of the Black Sea Economic Cooperation (BSEC) on collaboration in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters.

The National Assembly also elected the President of the Commission for Protection of Competition at the proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy – Nebojsa Peric, and three members of the Council of the Commission for Protection of Competition at the proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy – Danijela Bokan, Miroslav Djosic and Dr Sinisa Milosevic.

The MPs also adopted the Proposal of the Decision for the election of a member of the Securities Commission and the Proposal of the Decision for the election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending, electing Marija Djordjevic and MA Nikola Martinovic to the posts.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
