Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, for Tuesday, 21 April, starting at 10 am.


Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Muamer Bacevac, Olena Papuga, Olgica Batic, Radoslav Jovic, Marko Djurisic, Gordana Comic and Dr Milan Latkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. Bill on Cable Cars for Transport of People, submitted by the Government;
2. Bill on Railway Transport Contracts, submitted by the Government;
3. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, submitted by the Government;
4. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China, submitted by the Government;
5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Determining Border Crossing Procedures for Presevo - Tabanovce Railway Border Crossing, submitted by the Government;
6. Bill amending and modifying the Law on Employment and Unemployment Insurance, submitted by the Government;
7. Bill on Use of Sign Language, submitted by the Government.

The National Assembly accepted the proposal of Member of Parliament Prof. Dr Vladimir Marinkovic to complete a joint debate in principle and single debate on items 1, 2, 3, 4 and 5 on the agenda and a joint debate in principle on items 6 and 7 on the agenda for the sitting.

The National Assembly then commenced the joint debate in principle and single debate on items 1, 2, 3, 4 and 5 on the agenda – elaborated by representative of the submitter, Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2, 3, 4 and 5 on the agenda.

On the second day of the proceedings, 22 April, the National Assembly commenced and, by the end of the day, completed a joint debate in principle on the Bill amending and modifying the Law on Employment and Unemployment Insurance and the Bill on Use of Sign Language, submitted by the Government.

The sitting was attended by Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin who provided the rationale for the bills on the behalf of the submitter.

On the third day of the proceedings, 23 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Marjana Maras, Olena Papuga, Ivan Karic, Milan Novakovic and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs went on to discuss the Bill on Cable Cars for Transport of People, in detail.

By the end of the day, the MPs had concluded the debate in detail on the Bill, as well as a debate in detail on the Bill on Railway Transport Contracts.

On the fourth day of the proceedings, 28 April, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Aleksandar Cotric, Dr Janko Veselinovic, Balsa Bozovic and Aleksandar Jovicic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to discuss the Bill amending and modifying the Law on Employment and Unemployment Insurance and the Bill on Use of Sign Language, in detail.

By the end of the day, the MPs had completed the debate in detail on the Bill amending and modifying the Law on Employment and Unemployment Insurance and the Bill on Use of Sign Language.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic, set Tuesday, 28 April 2015, as Voting Day on all the items on the agenda for the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 4.45 pm.

On Voting Day, 28 April, by majority vote, the National Assembly passed the Bill on Cable Cars for Transport of People, Bill on Railway Transport Contracts, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Determining Border Crossing Procedures for Presevo - Tabanovce Railway Border Crossing.

By a majority of MPs’ votes, the National Assembly also passed the Bill amending and modifying the Law on Employment and Unemployment Insurance and the Bill on Use of Sign Language

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Regular Session of the National Assembly of the Republic of Serbia in 2015.
