Fifth Extraordinary Session of the National Assembly in 2012

At the request of 105 MPs, National Assembly Speaker MA Nebojsa Stefanovic convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2012, for Thursday, 2 August 2012, starting at 11 am.


The request to hold the session specifies the following agenda:

1. Bill amending and modifying the Law on the National Bank of Serbia and
2. Election of Ombudsman.

At the beginning of the sitting, based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of terms of office of the following MPs: Branka Karavidic, Sinisa Lazic and Ivan Bauer from the CHOICE FOR BETTER LIFE - BORIS TADIC Electoral List, from Snezana Bogosavljevic-Boskovic, Slavoljub Vlajkovic, Zoran Radovanovic, Borisav Kovacevic and Bojana Krkic from the IVICA DACIC - SOCIALIST PARTY OF SERBIA (SPS), PARTY OF UNITED PENSIONERS OF SERBIA (PUPS), UNITED SERBIA (US) Electoral List, Miroslav Cuckovic, Ana Novakovic and Vladimir Ilic from the UNITED REGIONS OF SERBIA – MLADJAN DINKIC Electoral List, and Nevena Adzemovic, Pavle Markov, Jasmina Obradovic and Prim. Dr Ninoslav Giric from the LET'S GET SERBIA MOVING - TOMISLAV NIKOLIC Electoral List.

The Speaker of the National Assembly MA Nebojsa Stefanovic congratulated the newly-elected MPs and invited them to take the oath of office.

The National Assembly went on to note the termination of the term of office of MP Ivica Kojic, before the expiry of the period he had been elected for, based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Jovan Palalic, Srdjan Mikovic, Zoran Ostojic and Aleksandar Jugovic requested information and explanations in line with article 278 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced the debate in principle on the Bill amending and modifying the Law on the National Bank of Serbia, elaborated by the representative of the submitters, MP Veroljub Arsic.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the terms of office of MPs Veroljub Stevanovic and Miroslav Cuckovic, before the expiry of the period they had been elected for.

The Chair, National Assembly Deputy Speaker Vesna Kovac informed the MPs that, on 2 August 2012, a new Parliamentary Group had been formed at the National Assembly– “National Minorities, People’s Party and Rich Serbia”, comprising five MPs. The Head of the Parliamentary Group is MP Maja Gojkovic, and MP Enis Imamovic is the Deputy Head.

After recess, National Assembly Speaker MA Nebojsa Stefanovic informed the MPs that he had received the resignation of the Governor of the National Bank of Serbia.

By the end of the day the National Assembly had completed the debate in principle on the Bill amending and modifying the Law on the National Bank of Serbia, as well as the single debate on the Proposal of the Decision on the Election of Ombudsman, submitted to the National Assembly by the Committee on Constitutional and Legislative Issues.

Before calling an end to the proceedings, based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Nebojsa Zdravkovic from the UNITED REGIONS OF SERBIA – MLADJAN DINKIC Electoral List. The National Assembly Speaker informed the MPs that MP Nebojsa Zdravkovic would take the oath of office in the continuation of the session.

On the second day of work, 4 August, the National Assembly continued the session by considering the amendments submitted to the Bill amending and modifying the Law on the National Bank of Serbia.

Before moving on to the agenda, the National Assembly Speaker asked the MPs to pay respects to the casualties of the Croatian Army’s operation Storm 17 years ago, by a minute of silence.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the terms of office of MPs Snezana Stojanovic Plavsic and Nikola Jovanovic, elected from the UNITED REGIONS OF SERBIA – MLADJAN DINKIC Electoral List.

At the invitation of the National Assembly Speaker, MPs Nabojsa Zdravkovic, the verification of whose term of office had previously been noted by the National Assembly, Snezana Stojanovic Plavsic and Nikola Jovanovic took the oath of office.

By the end of the day the National Assembly had completed the debate in detail on the Bill amending and modifying the Law on the National Bank of Serbia.

As the National Assembly had concluded the debate in principle and in detail on all the items on the agenda for the Fifth Extraordinary Session, the National Assembly Speaker set Saturday, 4 August, as Voting Day on all the items on the agenda for the Fifth Extraordinary Session of the National Assembly in 2012, starting at 4:45 pm.

Voting Day

On Voting Day, 4 August, the National Assembly adopted the Bill amending and modifying the Law on the National Bank of Serbia by 131 votes and the Proposal of the Decision on the Election of Ombudsman by 167 votes, thus electing Sasa Jankovic to the post.

Following his election, the Ombudsman took the oath of office before the National Assembly, initiating his five-year term of office. Sasa Jankovic then addressed the MPs asking the National Assembly to be the Ombudsman's partner in order to ensure that the citizens’ rights are exercised before a competent government.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker MA Nebojsa Stefanovic concluded the Fifth Extraordinary Session of the National Assembly in 2012.
