European Integration Committee Delegation at 74th COSAC Plenary

Pursuant the Rules of Procedure of the Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union (COSAC), the parliaments of candidate countries are invited to participate in COSAC plenary meetings are observers.


A delegation of the European Integration Committee of the National Assembly of the Republic of Serbia, consisting of Committee Chairperson Elvira Kovacs and Committee members Ana Miljanic and Robert Kozma, took part in the 74th COSAC Plenary Meeting, was held from 30 November to 2 December 2025 in Copenhagen, Kingdom of Denmark, as part of the Parliamentary Dimension of the Danish Presidency of the Council of the European Union.

The meeting was attended by representatives of the European Affairs Committees of the parliaments of EU member states, parliaments of candidate countries, special guests, representatives of European Union institutions and the diplomatic corps.

In the session on "A strong Europe in a Changing World: The Course Set by the Danish Presidency", National Assembly Deputy Speaker Elvira Kovacs stressed that the European Union has been Serbia's most important economic partner and a key source of foreign investment for more than two decades. She said that Serbia is a reliable partner to the EU in the field of security, that it continuously aligns with the EU's Common Foreign and Security Policy, that it participates in EU and UN missions, protects borders, fights illegal migration and contributes to the stability of the region. She specifically stated that Serbia supports the territorial integrity and sovereignty of Ukraine and continuously provides humanitarian assistance. She emphasised that Serbia is the only country in the region that has sent humanitarian aid in the form of energy equipment through the EU Civil Protection Mechanism. She concluded that enlargement directly contributes to strengthening the security, competitiveness and credibility of the EU.

In the sessions dedicated to EU trade policy in an uncertain world, as well as sustainable growth and energy, due to the lack of time for registered speakers, the delegation of the European Integration Committee did not have the opportunity to address the attending.

The plenary meeting also included a panel discussion on the green transition of a competitive European agri-food sector.

In the session on "EU Enlargement, Internal Reforms and the Rule of Law", Committee Chairperson Elvira Kovacs stressed that the European path is a strategic priority for our country, that Serbia remains consistent in the accession process, and that it needs the strong support from the Union throughout the process. She said that the enlargement policy has once again taken the central place in the Union’s work in recent years, and some countries have made progress in the accession processes, for which Serbia congratulates them. However, she added that, though the European Commission noted that Serbia is technically ready to open Cluster 3, there has been no progress in this regard for four years. She emphasised that it is difficult to communicate with the citizens about the importance of EU membership in circumstances such as these. She thanked the friendly member states are advocating for the EU's enlargement to the Western Balkans.

At the end of the session, Denmark stressed that it supports the opening of Cluster 3 for Serbia, but also emphasised that there are reservations from certain member states that insist on respecting the rule of law and alignment with the EU's Common Foreign and Security Policy.

On the sidelines of COSAC, the delegation met with MPs from Bulgaria, Cyprus, Hungary, Italy and MPs from the region.
