The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Eleventh Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2004 for 10 a.m. on Wednesday 5 May.

The National Assembly adopted the following agenda for the session:

1. Bill on the National Corporation for Housing Credit Insurance, submitted by the Government of the Republic of Serbia;

2. Insurance Bill, submitted by the Government of the Republic of Serbia;

3. Bill Amending the Act on the National Bank of Serbia, submitted by the Government of the Republic of Serbia;

4. Bill Amending the Act on the Securities and Other Financial Instruments Market, submitted by the Government of the Republic of Serbia;

5. Bill Amending and Modifying the Public Purchases Act, submitted by the Government of the Republic of Serbia;

6. Bill Amending and Modifying the Excise Act, submitted by the Government of the Republic of Serbia;

7. Bill Amending and Modifying the Tax Procedure and Tax Administration Act, submitted by the Government of the Republic of Serbia;

8. Corporation Registration Bill, submitted by the Government of the Republic of Serbia;

9. Bill on the Commercial Registries Agency, submitted by the Government of the Republic of Serbia;

10. Bill Amending and Modifying the Misdemeanours Act, submitted by the Government of the Republic of Serbia.

Before debate commenced, the National Assembly noted the termination of mandate of Vuk Draskovic, elected on the Serbian Renewal Movement - New Serbia - Vuk Draskovic - Velimir Ilic, before the expiry of the term he had been elected to.

On the first day of the session, the National Assembly held joint debate in principle on the Bill on the National Corporation for Housing Credit Insurance, the Insurance Bill, the Bills Amending the Act on the National Bank of Serbia and the Act on the Securities and Other Financial Instruments Market, as well as on the Bill Amending and Modifying the Public Purchases Act.

On the second day of the session (7 May), the National Assembly concluded joint debate in principle on Bills on the National Corporation for Housing Credit Insurance, the Bills Amending the Act on the National Bank of Serbia and the Act on the Securities and Other Financial Instruments Market, and the Bill Amending and Modifying the Public Purchases Act.

On the third day of the session (10 May), the National Assembly discussed the particulars of the Bill on the National Corporation for Housing Credit Insurance, and commenced to debate the particulars of the Insurance Bill.

The National Assembly noted that Dragan Marsicanin had resigned as Minister of Economy in the Government of the Republic of Serbia.

At the outset of the fourth day of the session (11 May), the National Assembly noted the verification of the mandate of deputy Blagica Kostic, elected on the Serbian Renewal Movement - New Serbia - Vuk Draskovic - Velimir Ilic Electoral List.

The National Assembly concluded debate on amendments submitted to the Insurance Bill and the Bill Amending and Modifying the Public Purchases Act.

The deputies then went on to commence joint debate in principle on the Bill Amending and Modifying the Excise Act and the Bill Amending and Modifying the Tax Procedure and Tax Administration Act.

On the fifth day of the session (12 May), the National Assembly concluded joint debate on the Bills Amending and Modifying the Excise Act and the Tax Procedure and Tax Administration Act, and commenced debating the particulars of the Bill Amending and Modifying the Excise Act.

On the sixth day of the sitting (13 May), the National Assembly discussed the particulars of the Bill Amending and Modifying the Excise Act and the Bill Amending and Modifying the Tax Procedure and Tax Administration Act.

The afternoon part of the day’s session saw the National Assembly start joint debate in principle on the Corporation Registration Bill and the Bill on the Commercial Registries’ Agency.

On the seventh day of the session (17 May), the National Assembly concluded joint debate in principle on the Corporation Registration Bill and the Bill on the Commercial Registries Agency, and commenced debating the particulars of the Corporation Registration Bill.

On the eighth day of the session (18 May), the National Assembly discussed the particulars of the Corporation Registration Bill and the Bill on the Business Fraud Agency.

The National Assembly then went on to discuss the Bill Amending and Modifying the Misdemeanours Act in principle and in particular.

Having concluded debate on all points from the agenda of the Eleventh Sitting, the Chairman of the National Assembly, Predrag Markovic, set the start of Voting Day for 10 a.m. on Friday 21 May 2004.

On Voting Day (21 May), the National Assembly adopted, in their entirety, the Bill on the National Corporation for Housing Credit Insurance, the Insurance Bill, the Bill Amending the Act on the National Bank of Serbia and the Bill Amending the Act on the Securities and Other Financial Instruments Market.

The National Assembly also adopted the Bill Amending and Modifying the Public Purchases Act, the Bill Amending and Modifying the Excise Act, the Bill Amending and Modifying the Act on Tax Procedure and Tax Administration, the Corporation Registration Bill, the Bill on the Commercial Registries Agency and the Bill Amending and Modifying the Misdemeanours Act.
