Election Campaign Supervisory Board Members Meet with Representatives of CRTA Observation Mission

The members of the Election Campaign Supervisory Board met on Tuesday, 21 November 2023, with representatives of the CRTA Observation Mission, Vladana Jarakovic and Angela Trajic, members of the legal team.


At the beginning of the meeting, the representatives of the CRTA Observation Mission informed the members of the Election Campaign Supervisory Board about the activities CRTA has been conducting in terms of observing the elections, starting from the day they were called – 1 November 2023.

They then asked the members of the Supervisory Board to explain the provisions of the Law pertaining to their jurisdiction and mandate, especially bearing in mind that these were the issues this board mainly dealt with in the previous election cycle, as well as the question of how interested individuals could address the Supervisory Board if they notice any of the irregularities within the Board’s scope.

The members of the Supervisory Board emphasised the importance of continuity in the body’s work, adding that some remarks, suggestions and ideas of the Supervisory Board’s previous composition would be applied in the work of the newly formed Supervisory Board, with the aim of boosting productivity and transparency. The Law on the Election of MPs’ defines the competences of the Supervisory Board, but its status as a temporary or permanent body remains undefined. They also highlighted the need for a more detailed specification of the Supervisory Board’s competences since past practice has shown that the question of limits, as well as their overstepping, is always raised. It was clarified that the Supervisory Board, as a body whose members are elected by National Assembly Decision, is obliged to submit an Activity Report to the National Assembly for consideration.

The members of the Supervisory Board emphasised that this board will continue with the good practice of cooperation with all the relevant participants in the election campaign, as stipulated by the Law.

It was underlined that the Supervisory Board informs the public about its activities through press releases, so that every citizen and participant in the election campaign is aware of the option to contact the Supervisory Board if they notice irregularities within the board’s competence. The members of the Supervisory Board also spoke of the possibility of a "separate opinion", i.e. the right of each member of the board to express their opinion after voting, which then becomes an integral part of the Minutes.

The discussion was attended by Supervisory Board Chairman Svetislav Goncic and Supervisory Board members: Prof. Dr Miodrag Savovic, Dr Slobodan Prvanovic, MA Vojin Vucicevic, Prof. Dr Dragan Vucinic and Prof. Dr. Bojan Tubic.
