Before commencing the proceedings, National Assembly Speaker Ivica Dacic greeted the members of the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia who watched the sitting from the gallery of the Grand Hall of the National Assembly House.

The following agenda was adopted for the sitting:

1. Proposal of the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues,
2. Proposal of the Constitutional Law for the implementation of the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues, and
3. Proposal of the Decision to call a republic referendum to confirm the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues.

The National Assembly accepted the proposal of National Assembly Speaker Ivica Dacic to complete a joint debate in principle and single debate on items 1 to 3 on the agenda.

The MPs commenced and by the end of the day completed the joint debate in principle and single debate on items 1 to 3 on the agenda, with the proposed acts being presented by representatives of the submitter Chairperson of the Committee on Constitutional and Legislative Issues Jelena Zaric Kovacevic and Minister of Justice Maja Popovic.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic, set Tuesday, 30 November 2021, as Voting Day on the items on the agenda of the Eighth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 6.32 pm.

Voting Day

On Voting Day, 30 November 2021, by two-thirds majority, the National Assembly passed the Proposal of the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues, Proposal of the Constitutional Law for the implementation of the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues, and the Proposal of the Decision to call a republic referendum to confirm the Act on the amendment of the Constitution of the Republic of Serbia, submitted by the Committee on Constitutional and Legislative Issues

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Ivica Dacic, concluded the Eighth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature.
