Eighth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Eighth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Thursday, 15 April 2021, starting at 10 am.


Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Selma Kucevic, Prof. Dr Jahja Fehratovic, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending and modifying the Energy Law, submitted by the Government;
  2. Bill on Use of Renewable Energy Sources, submitted by the Government;
  3. Bill amending and modifying the Law on Mining and Geological Research, submitted by the Government;
  4. Bill on Energy Efficiency and Rational Energy Use, submitted by the Government, and
  5. Proposal of the Decision on the Election of members of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1, 2, 3 and 4 on the agenda.

The first four items on the agenda were presented by Deputy Prime Minister and Minister of Mining and Energy Prof. Dr Zorana Mihajlovic as representative of the submitter.

The National Assembly proceeded to commence a joint debate in principle on the Bill amending and modifying the Energy Law, Bill on Use of Renewable Energy Sources, Bill amending and modifying the Law on Mining and Geological Research and the Bill on Energy Efficiency and Rational Energy Use.

For the remainder of the day the National Assembly conducted and completed the joint debate in principle on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 20 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Marija Jevdjic, Sanja Jefic Brankovic, Arpad Fremond, Dr Nina Pavicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a single debate on item 5 on the agenda - Proposal of the Decision on the Election of members of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

The MPs went on to consider the Bill amending and modifying the Energy Law, Bill on Use of Renewable Energy Sources, Bill amending and modifying the Law on Mining and Geological Research, and the Bill on Energy Efficiency and Rational Energy Use, in detail.

As the National Assembly had completed the debate on the all the items on the agenda, National Assembly Speaker Ivica Dacic set Tuesday, 20 April 2021, as Voting Day on all the items on the agenda of the Eighth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6.30 pm.

Voting Day

On Voting Day, 20 April 2021, the National Assembly passed the:

  1. Bill amending and modifying the Energy Law, submitted by the Government;
  2. Bill on Use of Renewable Energy Sources, submitted by the Government;
  3. Bill amending and modifying the Law on Mining and Geological Research, submitted by the Government;
  4. Bill on Energy Efficiency and Rational Energy Use, submitted by the Government, and
  5. Proposal of the Decision on the Election of members of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
As the National Assembly had completed the debate all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Eighth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
