Eighth Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 24 November 2020, before moving onto the agenda, the members of the Committee on Constitutional and Legislative Issues ruled to, at the proposal of the Government of the Republic of Serbia, withdraw item 13 from the agenda viz. the Bill of Giving Guarantees of the Republic of Serbia for the Banka Postanska Stedionica a.d. Beograd, OTP Banke Srbija a.d. Beograd and Vojvođanska Banka a.d. Novi Sad, for Payment of Liabilities of the Public Company „Srbijagas” Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution on the Territory of the Republic of Serbia from the Border with the Republic of Bulgaria to the Border with Hungary and Other Neighboring Countries with the Republic of Serbia trough Investment in the Capital of the Joint Stock Company South Stream Serbia Ag, Zug, Switzerland, submitted by the Government.

The Committee proceeded to adopt the following agenda:

Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
Bill amending and modifying the Property Tax Law, submitted by the Government;
Bill amending and modifying the Customs Law, submitted by the Government;
Bill amending and modifying the Customs Service Law, submitted by the Government;
Bill on the Confirmation of the Loan Agreement (Serbia Emergency COVID-19 Response Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
Bill on the Confirmation of the Framework Loan Agreement LD 2053 (2020) between the Council of Europe Development Bank and the Republic of Serbia Public Sector Financing Facility - Supporting efforts of Republic of Serbia to mitigate COVID-19 pandemic, submitted by the Government;
Bill on the Confirmation of the Framework Loan Agreement LD 2025 (2019) between the Council of Europe Development Bank and the Republic of Serbia Programme Loan - Energy Efficiency in Central Government Buildings, submitted by the Government;
Bill on the Confirmation of the Framework Loan Agreement LD 2026 (2019) between the Council of Europe Development Bank and the Republic of Serbia Programme Loan - Water supply and waste water treatment facilities, submitted by the Government;
Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main (“KfW”) and the Republic of Serbia (“Borrower”) represented by the Minister of Finance for the Project “Rehabilitation of District Heating Systems in Serbia, Phase V”, submitted by the Government;
Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main (“KfW”) and the Republic of Serbia (“Borrower”) represented by the Minister of Finance for the Project “Energy Efficiency in Public Buildings, Phase II”, submitted by the Government;
Bill amending the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, submitted by the Government.

The Committee considered the bills in principle and found them to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic and attended by the following Committee members and deputy members: Nevena Veinovic, Zeljko Tomic, Olja Petrovic, Vuk Mircetic, Luka Kebara, Ugljesa Mrdic, Djuro Peric, Dubravka Kralj, Toma Fila, Arpad Fremond, Ilija Matejic and Violeta Ocokoljic.
