Eighth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2006

At the request of 120 deputies, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Eighth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2006 for 12 pm on Thursday 28 September 2006.The following agenda was set in the request for holding the Eighth Extraordinary Sitting:1. Proposal of the Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, proposed by deputy Predrag Markovic; 2. Proposal of the Decision Appointing the Chairman and a Deputy Member of the Republic Electoral Commission, proposed by deputy Zoran Krasic; 3. Election of Two Members of the Programming Board of the Serbian Broadcasting Institution to be Elected from among the Ranks of the Deputies, at the Request of the Culture and Information Committee of the National Assembly of the Republic of Serbia; and 4. Request of the President of the Republic of Serbia made under Article 84 of the Constitution of the Republic of Serbia for the National Assembly of the Republic of Serbia to Re-take the Vote on the Act Amending and Modifying the Broadcasting Act.



At the request of 120 deputies, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Eighth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2006 for 12 pm on Thursday 28 September 2006.

The following agenda was set in the request for holding the Eighth Extraordinary Sitting:

    1. Proposal of the Decision Amending and Modifying the Rules of
    Procedure of the National Assembly of the Republic of Serbia,
    proposed by deputy Predrag Markovic;


    2. Proposal of the Decision Appointing the Chairman and a Deputy
    Member of the Republic Electoral Commission, proposed by deputy
    Zoran Krasic;


    3. Election of Two Members of the Programming Board of the Serbian
    Broadcasting Institution to be Elected from among the Ranks of the
    Deputies, at the Request of the Culture and Information Committee of
    the National Assembly of the Republic of Serbia; and


    4. Request of the President of the Republic of Serbia made under Article
    84 of the Constitution of the Republic of Serbia for the National
    Assembly of the Republic of Serbia to Re-take the Vote on the Act
    Amending and Modifying the Broadcasting Act.

As soon as the Seventh Extraordinary Sitting of the National Assembly ended, the deputies commenced discussing items from the agenda set in the request for holding the Eighth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2006.

At the start of the debate on the Proposal of the Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, the Chairman of the National Assembly, Predrag Markovic, in his capacity as proposer of the Decision, presented the proposed amendments to the Rules of Procedure.

After joint discussion on the Proposal of the Decision concluded, it was resolved for the Assembly to vote on the Proposal of the Decision, and all amendments submitted to it, on Voting Day.

The deputies held a joint debate on the Proposal of the Decision Appointing the Chairman and a Deputy Member of the Republic Electoral Commission to be Elected from among the Ranks of the Deputies, at the Request of the Culture and Information Committee of the National Assembly of the Republic of Serbia. After joint discussion of this item ended, it was resolved that the National Assembly should vote on the election of the two members of the Programming Board of the Serbian Broadcasting Institution on Voting Day.

The deputies went on to discuss the Request of the President of the Republic of Serbia made under Article 84 of the Constitution of the Republic of Serbia for the National Assembly of the Republic of Serbia to Re-take the Vote on the Act Amending and Modifying the Broadcasting Act.

It was resolved that the National Assembly should, in accordance with the appropriate provisions of the Constitution of the Republic of Serbia and the Rules of Procedure of the National Assembly, re-take the vote on the Act Amending and Modifying the Broadcasting Act on Voting Day.

As the National Assembly had finished discussing all items from the sitting’s agenda, a Voting Day sitting for all items from the agenda of the Eighth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2006 was convened for 29 September.

On Voting Day, the National Assembly voted unanimously, with 129 votes in favour, to adopt the Proposal of the Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia.

The National Assembly adopted the Proposal of the Decision Appointing the Chairman and a Deputy Member of the Republic Electoral Commission, with a correction, in its entirety, with 126 votes cast in favour.

The National Assembly elected deputy Aleksandar Vucic to the Programming Board of the Serbian Broadcasting Institution, with 98 votes cast in favour.

Momir Markovic was elected, with 85 votes in favour, to the to the Programming Board of the Serbian Broadcasting Institution.

The National Assembly voted, with 115 votes in favour, to re-adopt the Act Amending and Modifying the Broadcasting Act.

As the National Assembly had finished discussing and voting on all items from the sitting’s agenda, Mr Markovic concluded the sitting of the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2006.

At the same time, Mr Markovic informed the deputies that the regular session of the National Assembly of the Republic of Serbia would begin on 1 October 2006.
