Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature
At the request of 233 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 13 July 2021, starting at 10 am.
Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Stefan Krkobabic, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The 233 MPs’ request to hold the session ascertained the following agenda:
- Bill amending and modifying the Law on Nature Conservation, submitted by the Government;
- Bill amending and modifying the Water Law, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement Kragujevac District Heating Project between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
- Bill on the Confirmation of the Decision of the EFTA-Serbia Joint Committee No. 1 of 2021 (Adopted on 28 May 2021) amending Protocol B to the Free Trade Agreement between the EFTA States and the Republic of Serbia Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation, submitted by the Government;
- Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and Iceland, submitted by the Government;
- Bill on the Confirmation of Amendment to the Agreement on Agriculture between the Republic of Serbia and the Swiss Confederation, submitted by the Government;
- Bill on the Confirmation of Amendments 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34 and 35 to the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975), submitted by the Government and
- Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 2, as well as a joint single debate on items 3, 4, 5, 6 and 7 on the agenda.
The National Assembly then commenced the joint debate in principle on the Bill amending and modifying the Law on Nature Conservation and the Bill amending and modifying the Water Law, presented by Minister of Environmental Protection Irena Vujovic.
By the end of the day the National Assembly completed the joint debate in principle on items 1 and 2 on the agenda.
On the second day of the proceedings, 14 July 2021, the National Assembly commenced the joint single debate on items 3 to 7 on the agenda – Bill on the Confirmation of the Loan Agreement Kragujevac District Heating Project between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Decision of the EFTA-Serbia Joint Committee No. 1 of 2021 (Adopted on 28 May 2021) amending Protocol B to the Free Trade Agreement between the EFTA States and the Republic of Serbia Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation, Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and Iceland, Bill on the Confirmation of Amendment to the Agreement on Agriculture between the Republic of Serbia and the Swiss Confederation and the Bill on the Confirmation of Amendments 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34 and 35 to the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975).
The bills were presented by Minister of Environmental Protection Irena Vujovic.
In the course of the day the National Assembly conducted and concluded the joint single debate on items 3 to 7 on the agenda.
The MPs went on to complete a single debate on item 8 on the agenda - Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.
On the second day of the proceedings the MPs also completed a debate in principle on the Bill amending and modifying the Law on Nature Conservation.
As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 14 July 2021, as Voting Day on all the items on the agenda of the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 6.55 pm.
Voting Day
On Voting Day, 14 July 2021, the National Assembly passed the Bill amending and modifying the Law on Nature Conservation, Bill amending and modifying the Water Law, Bill on the Confirmation of the Loan Agreement Kragujevac District Heating Project between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Decision of the EFTA-Serbia Joint Committee No. 1 of 2021 (Adopted on 28 May 2021) amending Protocol B to the Free Trade Agreement between the EFTA States and the Republic of Serbia Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation, Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and Iceland, Bill on the Confirmation of Amendment to the Agreement on Agriculture between the Republic of Serbia and the Swiss Confederation, and the Bill on the Confirmation of Amendments 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34 and 35 to the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975).
The National Assembly also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
