Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 154 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, for Thursday, 21 June, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorized representatives of the parliamentary groups, MPs Jovan Jovanovic, Djordje Vukadinovic, Miroslav Aleksic, Dr Branislav Mihajlovic, Tatjana Macura, Bosko Obradovic, Radoslav Milojicic, Marijan Risticevic, Aleksandar Seselj, Nedjo Jovanovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the session specified the following agenda:

  1. Bill on War Memorials, submitted by the Government;
  2. Bill on Simplified Employment for Seasonal Jobs, submitted by the Government;
  3. Bill amending and modifying the Law on Employment of Foreigners, submitted by the Government;
  4. Bill amending and modifying the Law on Requirements for Assignment of Employees to Temporary Work Abroad and their Protection, submitted by the Government;
  5. Bill amending and modifying the Law on Financial Support to Families with Children, submitted by the Government;
  6. Bill amending and modifying the Law on Fundamental Rights of Veterans, Disabled Veterans and Families of Fallen Soldiers, submitted by the Government;
  7. Bill amending and modifying the Law on Rights of Veterans, Disabled Veterans and Members of their Families, submitted by the Government;
  8. Bill amending and modifying the Law on Peaceful Resolution of Labour Disputes, submitted by the Government;
  9. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Russian Federation, submitted by the Government;
  10. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on the Employment of Serbian Nationals in the Republic of Slovenia, submitted by the Government;
  11. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Greece, submitted by the Government;
  12. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of Australia on Employment of Family Members of Diplomatic or Consular Staff, submitted by the Government;
  13. Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, submitted by the Serbian Progressive Party Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Vladimir Orlic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 13 on the agenda, which were presented by representatives of the submitter Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister without portfolio Prof. Dr Slavica Djukic Dejanovic.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 22 June, the National Assembly continued and completed the joint debate in principle and single debate on all the items on the agenda.

On the third day of the proceedings, 25 June, the National Assembly commenced and for the remainder of the day conducted a debate in detail on item 1 on the agenda - Bill on War Memorials.

The session was attended by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic as representative of the submitter.

On the fourth day, 26 June, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Radoslav Milojicic, Zoran Zivkovic, Miroslav Aleksic, Natasa Sp. Jovanovic, Milija Miletic, Djordje Vukadinovic, Bosko Obradovic, Branka Stamenkovic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and for the remainder of the day conducted the debate in detail on the Bill on War Memorials.

On the fifth day of the proceedings, 27 June, the National Assembly continued the debate in detail on item 1 on the agenda.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the President of the House of Representatives of the Kingdom of Morocco H.E. Habib El Malki and delegation in official visit to Serbia.

By the end of the workday the National Assembly had completed a debate in detail on items 1 to 8 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 28 June, as Voting Day on all the items on the agenda of the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

Voting Day

On Voting Day, 28 June, by majority vote, the MPs passed the Bill on War Memorials, Bill on Simplified Employment for Seasonal Jobs, Bill amending and modifying the Law on Employment of Foreigners, Bill amending and modifying the Law on Requirements for Assignment of Employees to Temporary Work Abroad and their Protection, Bill amending and modifying the Law on Financial Support to Families with Children, Bill amending and modifying the Law on Fundamental Rights of Veterans, Disabled Veterans and Families of Fallen Soldiers, Bill amending and modifying the Law on Rights of Veterans, Disabled Veterans and Members of their Families and the Bill amending and modifying the Law on Peaceful Resolution of Labour Disputes.

By majority vote, the National Assembly also passed the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Russian Federation, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on the Employment of Serbian Nationals in the Republic of Slovenia, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Greece and the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of Australia on Employment of Family Members of Diplomatic or Consular Staff.

The MPs then went on to adopt the Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, submitted by the Serbian Progressive Party Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
