Eighteenth Sitting of the Committee on Relations with Serbs Living Outside Serbia

The Committee on Relations with Serbs Living Outside Serbia began its eighteenth sitting on 2 March 2011. The sitting was chaired by Committee Chairman Branimir Djokic and attended by Miodrag Jaksic, State Secretary at the Ministry of the Diaspora, Vladislav Blagojevic, Head of the Department of Visa Policy, Migration and Diaspora at the Ministry of Foreign Affairs and Milisav Aleksic, delegate of the Assembly of the Diaspora and rapporteur for France.



The Committee on Relations with Serbs Living Outside Serbia began its eighteenth sitting on 2 March 2011. The sitting was chaired by Committee Chairman Branimir Djokic and attended by Miodrag Jaksic, State Secretary at the Ministry of the Diaspora, Vladislav Blagojevic, Head of the Department of Visa Policy, Migration and Diaspora at the Ministry of Foreign Affairs and Milisav Aleksic, delegate of the Assembly of the Diaspora and rapporteur for France.

The Committee members commenced a debate on the position of the Committee on Relations with Serbs Living Outside Serbia regarding the upcoming popular censuses in the countries of the region.

The continuation of the sitting, held on 8 March 2011, was chaired by Committee Chairman Branimir Djokic and attended by Miodrag Jaksic, State Secretary at the Ministry of the Diaspora.

In the continuation, the Committee members agreed that the censuses in the countries of the region are extremely important for the Serbian people as its future status depends on their results. A census is not only a historical and cultural issue, but a key issue for the survival of Serbs in the region. How many members a nation has in a country determines the level of its collective rights to a great extent. Following the discussion, the Committee on Relations with Serbs Living Outside Serbia adopted the following:

CONCLUSIONS

- It fully supports the members of the Serbian people living in the countries of the region to freely declare their national and religious affiliation, as well as their mother tongue.

- It encourages Serbian organisations to take part and stand united in the census process.

- It urges the institutions of the Republic of Serbia to assist the Serbian people, in line with their Constitutional and legal obligations, so that the censuses would give an objective number of Serbs living in the states in the region.

- We expect the governments and institutions in said countries to enable the implementation of the censuses in line with European standards which means allowing the possibility to freely declare one’s national and religious affiliation and mother tongue, without discrimination and pressure of any kind. We expect them to also enable a proportional participation of Serbian people in the census committees and other bodies participating in the process, and transparency of the population census in all of its stages up to the publication of the final results.

In the continuation, Committee Deputy Chairman Aleksandar Cotric briefed the members on the Committee’s visit to the Republic of Albania from 26 to 28 January 2011. The Committee members unanimously adopted the Report on said visit.

The Committee considered the framework visit plan to the Diaspora and Serbs in the region in 2011, setting out as priorities the visits to the Republic of Slovenia, Republic of Croatia and Republic of Austria.
