Efficient Parliamentary Administration Management Seminar Held

Report on attendance of the delegation of the National Assembly of the Republic of Serbia at the EFFICIENT PARLIAMENARY ADMINISTRATION MANAGEMENT seminarA delegation of the National Assembly of the Republic of Serbia, comprising Marko Danilovic, secretary of the National Assembly, Milan Culjkovic, expert advisor, and Jelena Jovanovic, human resources advisor, attended the “Efficient Parliamentary Administration Management” seminar, held by the OSCE mission to Serbia and Montenegro from 1 to 4 April 2004 in Milocer.


Report on attendance of the delegation of the National Assembly of the Republic of Serbia at the EFFICIENT PARLIAMENARY ADMINISTRATION MANAGEMENT seminar

A delegation of the National Assembly of the Republic of Serbia, comprising Marko Danilovic, secretary of the National Assembly, Milan Culjkovic, expert advisor, and Jelena Jovanovic, human resources advisor, attended the “Efficient Parliamentary Administration Management” seminar, held by the OSCE mission to Serbia and Montenegro from 1 to 4 April 2004 in Milocer.

The regional seminar served as a forum for Secretaries-General of South-eastern European countries’ Parliaments, as well as representatives from the Republic of Slovenia, Wales and the Federal Republic of Germany.

Participants at the seminar had the chance to become acquainted with the current state of parliamentary administrations of all countries from the region, and discuss the following issues significant for improving their administrations’ efficiency:

- a vision of ideal parliamentary administration
- aims of parliamentary administration and possible solutions for its improvement
- organisation and improvement of teamwork within the context of parliamentary administration

Representatives of Parliaments from the region also had the chance to hear lectures by Mr Friedhelm Meier on adjusting the organisation of the German Bundestag to a constantly changing environment, the presentation of Mr Paul Silk on the establishment of a new Wales Parliament within the framework of an old democratic environment, as well as the presentation of Ms Jozica Veliscek on adjusting parliamentary administration in the Republic of Slovenia in response to demands made by integration into the European Union.

This last lecture was of especial use to our delegation, bearing in mind the necessity of adjusting the activities of our parliamentary administration with preparations for the integration of our country into the European Union.

The delegation of the National Assembly of the Republic of Serbia took the opportunity to establish numerous contacts with colleagues from parliaments in the region, and thus lay the foundation for mutually useful co-operation in the future. Co-operation and exchange of our professional personnel with the Parliament of the Republic of Slovenia was arranged as the first of these instances of collaboration programmes.
