93rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 2 December, the Committee on Constitutional and Legislative Issues considered the bills on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 in detail.


Of the 521 amendments submitted to the Bill on Central Registry of Compulsory Social Insurance, the Committee rejected 14, found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 45 amendments submitted to the Customs Bill, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the remaining 43 were found to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 179 amendments submitted to the Republic of Serbia 2019 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2019 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2019 Financial Plan, the Committee found 26 not to comply with Article 2 of the Budget System Law and eight not to comply with Article 28 of the Budget System Law. One amendment was found not to comply with articles 28 to 44 of the Law on Financing of Local Self-Government. The rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all five of the amendments submitted to the Bill amending and modifying the Budget System Law to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 12 amendments submitted to the Bill on Customs Service, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the remaining 11 were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 14 the amendments submitted to the Bill amending and modifying the Law on Public Property to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the two the amendments submitted to the Bill amending the Law on Republic Administrative Fees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 10 of the amendments submitted to the Bill amending and modifying the Law on Games of Chance to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 13 of the amendments submitted to the Bill amending and modifying the Law Tax Procedure and Tax Administration to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the eight amendments submitted to the Bill amending and modifying the Public Debt Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 19 of the amendments submitted to the Bill amending the Law on Restitution of Confiscated Property and Compensation to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 88 amendments submitted to the Bill amending and modifying the Law on Tobacco to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the four amendments submitted to the Bill amending and modifying the Personal Income Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 29 of the amendments submitted to the Bill amending and modifying the Law on Compulsory Social Insurance Contributions to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 32 amendments submitted to the Bill amending and modifying the Corporate Income Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 15 of the amendments submitted to the Bill amending and modifying the Property Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 14 amendments submitted to the Bill on Fees for the Use of Public Goods to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the nine amendments submitted to the Bill amending and modifying the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the six amendments submitted to the Bill Granting Guarantees by the Republic of Serbia in favour of Banca Intesa a.d. Beograd, for Payment of Liabilities of Public Enterprise “Srbijagas“ Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution Aleksandrovac-Brus-Kopaonik-Raska-Novi Pazar-Tutin (Phase II) to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 14 amendments submitted to the Bill amending and modifying the Company Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 11 amendments submitted to the Bill amending and modifying the Bankruptcy Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 46 of the amendments submitted to the Bill amending and modifying the Investment Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found both of the amendments submitted to the Bill amending and modifying the Law on Court Fees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 14 of the amendments submitted to the Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the three amendments submitted to the Bill amending the Law on Communal Activities to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 21 amendments submitted to the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 15 amendments submitted to the Bill on the Republic of Serbia Science Fund to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the six amendments submitted to the Bill amending the Law on Patents to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the seven amendments submitted to the Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Media Service to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 24 amendments submitted to the Bill amending and modifying the Law on Civil Servants to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the nine amendments submitted to the Bill amending and modifying the Law on Salaries of Civil Servants and General Service Employees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 62 amendments submitted to the Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the seven amendments submitted to the Bill amending the Law on Salaries of Civil Servants and General Service Employees in the Bodies of Autonomous Provinces and Local Self-Government Units to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the four amendments submitted to the Bill amending the Law on the Manner of Determining the Maximum Number of Public Sector Employees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the eight amendments submitted to the Bill amending the Law on Public Service Employees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the six amendments submitted to the Bill amending the Law on Salary System in Public Sector to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the seven amendments submitted to the Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 10 amendments submitted to the Bill amending and modifying the Law on Inspections to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 122 amendments submitted to the Bill amending and modifying the Water Law, the Committee found 20 not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 510 of the amendments submitted to the Bill on Radiation and Nuclear Safety and Security to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 66 amendments submitted to the Bill on Gaining Property Rights over the Land, Facilities and Power Lines of RTB Bor d.o.o. Mining-Smelting Combine, Bor, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the 12 amendments submitted to the Bill amending and modifying the Law on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System to be compliant with the Constitution and legal system of the Republic of Serbia.
