92nd Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 26 November, the members of the Committee on Constitutional and Legislative Issues considered the following:
- Bill amending and modifying the Law on Court Fees, submitted by the Government;
- Bill amending and modifying the Water Law, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Parties to the Police Cooperation Convention for Southeast Europe on the Automated Exchange of DNA Data, Dactyloscopic Data and Vehicle Registration Data accompanied by the Agreement on the Implementation of the Agreement between the Parties to the Police Cooperation Convention for Southeast Europe on the Automated Exchange of DNA Data, Dactyloscopic Data and Vehicle Registration Data, submitted by the Government;
- Bill on Radiation and Nuclear Safety and Security, submitted by MP Maja Gojkovic;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of India on Cooperation in the Fields of Culture, Art, Youth, Sports and the Media, submitted by the Government;
- Bill on Central Registry of Compulsory Social Insurance, submitted by the Government;
- Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2018 Financial Plan, submitted by the Government;
- Customs Bill, submitted by the Government;
- Republic of Serbia 2019 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2019 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2019 Financial Plan, submitted by the Government;
- Bill amending and modifying the Budget System Law, submitted by the Government;
- Bill on Customs Service, submitted by the Government;
- Bill amending and modifying the Law on Public Property, submitted by the Government;
- Bill amending the Law on Republic Administrative Fees, submitted by the Government;
- Bill amending and modifying the Law on Games of Chance, submitted by the Government;
- Bill amending and modifying the Law Tax Procedure and Tax Administration, submitted by the Government;
- Bill amending and modifying the Public Debt Law, submitted by the Government;
- Bill amending the Law on Restitution of Confiscated Property and Compensation, submitted by the Government;
- Bill amending and modifying the Law on Tobacco, submitted by the Government;
- Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
- Bill amending and modifying the Law on Compulsory Social Insurance Contributions, submitted by the Government;

- Bill on the Confirmation of the Guarantee Agreement (Technical Passenger Station (TPS) Zemun Project – Phase 2) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
- Bill on the Confirmation of the Government Concessional Loan Agreement on Belgrade Bypass Project – Construction of Highway E70/E75, Section: Bridge Over Sava River Near Ostruznica – Bubanj Potok (Sectors 4, 5 And 6) between the Government of the Republic of Serbia Represented by the Ministry Of Finance as Borrower and the Export-Import Bank of China as Lender, submitted by the Government;
- Bill on the Confirmation of the Framework Agreement between the Government of the People's Republic of China and the Government of the Republic of Serbia on Provision of Government Concessional Loans by the People's Republic of China to the Republic of Serbia, submitted by the Government;
- Bill amending and modifying the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users, submitted by the Government;
- Bill Granting Guarantees by the Republic of Serbia in favour of Banca Intesa a.d. Beograd, for Payment of Liabilities of Public Enterprise “Srbijagas“ Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution Aleksandrovac-Brus-Kopaonik-Raska-Novi Pazar-Tutin (Phase II), submitted by the Government;
- Bill Granting Guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia, a.d. Belgrade, Komercijalna Banka a.d. Belgrade, Postanska stedionica a.d. Belgrade, OTP Bank Serbia a.d. Belgrade and Vojvodjanska Banka a.d. Novi Sad on Loan Agreement for the Construction of Pipeline on the Territory of the Republic of Serbia from the border with the Republic of Bulgaria to the border with Hungary and other countries neighbouring the Republic of Serbia, submitted by the Government;
- Bill amending and modifying the Company Law, submitted by the Government;
- Bill amending and modifying the Bankruptcy Law, submitted by the Government;
- Bill amending and modifying the Investment Law, submitted by the Government;
- Bill on the Confirmation of Annex 1 to the Railway Nis – Dimitrovgrad Finance Contract of 31 January 2018, between the Republic of Serbia and the European Investment Bank, submitted by the Government;
- Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs, submitted by the Government;
- Bill amending the Law on Communal Activities, submitted by the Government;
- Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre, submitted by the Government;
- Bill on the Republic of Serbia Science Fund, submitted by the Government;
- Bill amending the Law on Patents, submitted by the Government;
- Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Media Service, submitted by the Government;
- Bill on Gaining Property Rights over the Land, Facilities and Power Lines of RTB Bor d.o.o. Mining-Smelting Combine, Bor, submitted by the Government;
- Bill amending and modifying the Law on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System, submitted by the Government;
- Bill amending and modifying the Law on Civil Servants, submitted by the Government;
- Bill amending and modifying the Law on Salaries of Civil Servants and General Service Employees, submitted by the Government;
- Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government;
- Bill amending the Law on Salaries of Civil Servants and General Service Employees in the Bodies of Autonomous Provinces and Local Self-Government Units, submitted by the Government;
- Bill amending the Law on the Manner of Determining the Maximum Number of Public Sector Employees, submitted by the Government;
- Bill amending the Law on Public Service Employees, submitted by the Government;
- Bill amending the Law on Salary System in Public Sector, submitted by the Government;
- Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, submitted by the Government;
- Bill amending and modifying the Law on Inspections, submitted by the Government.
The Committee members found, by majority vote, all the documents on the agenda of the 92nd sitting to be compliant with the Constitution and legal system of the Republic of Serbia.
The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Aleksandra Majkic, Vesna Markovic, Nedjo Jovanovic, Vesna Nikolic Vukajlovic, Srbislav Filipovic, Krsto Janjusevic, Bojan Torbica, Dr Balint Pastor, Vojislav Vujic, Jelena Zaric Kovacevic and Milena Corilic.
