65th Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 24 December, the Committee on Constitutional and Legislative Issues deliberated on the amendments submitted to the bills on the agenda of the Eleventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
Out of the 13 amendments submitted to the Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan, the Committee found 12 to be compliant with the Constitution and the legal system of the Republic of Serbia.
Of the 150 amendments submitted to the Republic of Serbia 2015 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2015 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2015 Financial Plan, the Committee found 7 not to be compliant with the Constitution and the legal system of the Republic of Serbia, while the rest complied with the Constitution and the legal system of the Republic of Serbia. The Committee members also found the amendment submitted by the Committee on Finance, State Budget and Control of Public Spending compliant with the Constitution and the legal system of the Republic of Serbia.
The Committee members found four of the five amendments submitted to the Bill amending the Law on Pension and Disability Insurance compliant with the Constitution and the legal system of the Republic of Serbia, while they rejected one as containing modifications wider than the ones proposed by the Bill.
The Committee members also found all 24 of the amendments submitted to the Bill amending and modifying the Budget System Law, compliant with the Constitution and the legal system of the Republic of Serbia.
The Committee found the amendment submitted to the Bill amending and modifying the Excise Tax Law, compliant with the Constitution and the legal system of the Republic of Serbia, as well as the amendment submitted to the Bill amending the Value Added Tax Law and the amendment submitted to the Bill amending and modifying the Corporate Income Tax Law.
13 amendments had been submitted to the Bill amending the Law on Property Restitution and Compensation and the Committee found them all compliant with the Constitution and the legal system of the Republic of Serbia.
The Committee found all five of the amendments submitted to the Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development compliant with the Constitution and the legal system of the Republic of Serbia.
The Committee found all 28 of the amendments submitted to the Bill Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia Ltd. Novi Sad, Banca Intesa Ltd. Belgrade, NBG Bank Malta LTD, ''AIK Banka'' Ltd. Nis and UniCredit Bank Serbia Ltd. Belgrade under the debt of public enterprise “Srbijagas” Novi Sad, compliant with the Constitution and the legal system of the Republic of Serbia, as well as all 11 of the amendments submitted to the Bill on assumption of obligations of company Air Serbia Ltd. Belgrade toward legal and physical entities for services rendered and goods delivered and the transformation of said obligations into the public debt of the Republic of Serbia.
