62nd Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues

At the sitting held on 28 January, the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the Proposal of the Decision on the manner and deadline for the submission of information for the determination of the maximum number of full-time employees in the support services of the National Assembly and independent state authorities, organisations and bodies, Fiscal Council’s request to employ new staff under occasional service and other contracts, the Anti-Corruption Agency’s request for additional recruitment of staff under occasional service and temporary service contracts, as well as channelling funds from the National Assembly Solidarity Fund.


Before tackling the agenda, it was expanded to include one more item – reviewing the Decision of the Republic Electoral Commission on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly.

The Republic Electoral Commission decided to allocate the seat vacated by the termination of the term of office of MP Milan Korac, elected from the IVICA DACIC – “Socialist Party of Serbia (SPS), Party of United Pensioners of Serbia (PUPS), United Serbia (US)” Electoral List, to Slobodan Velickovic.

The Committee members decided to propose that the National Assembly note the verification of the new MP’s term of office.

The Committee then reviewed the Proposal of the decision on the manner and deadline for the submission of information for the determination of maximum number of full-time employees in the support services of the National Assembly and independent state authorities, organisations and bodies.

Committee Chairman Zoran Babic said that Article 5, paragraph 1, item 2 of the Law on Manner of Determining the Maximum Number of Public Sector Employees establishes the authority of the Committee on Administrative, Budgetary, Mandate and Immunity Issues to decide on the maximum number of full-time employees in the support services of the National Assembly, Ombudsman, Commissioner for Protection of Equality, Commissioner for Information of Public Importance and Personal Data Protection, State Audit Institution, Anti-Corruption Agency, Republic Commission for the Protection of Rights in Public Procurement Procedures, Commission for Protection of Competition, Securities Commission, Fiscal Council, Regulatory Authority for Electronic Media and the Republic of Serbia Energy Agency, at said bodies’ proposal. Babic said that the Decision Proposal determines the manner and deadline for the submission of information the Committee needs to make specific decisions on the maximum number of employees in said state authorities, organisations and bodies for each calendar year up to 2018. He added that item 2 of the Decision Proposal stipulates that the deadline for the submission of the proposal, with rationale, for the determination of maximum number of employees for each calendar year be 45 days from the adoption of the Republic of Serbia budget, and item 3 among other things stipulates that each of the bodies needs to submit information on the accepted financial and HR plans.

The Committee Chairman proposed that the deadline set out in item 2 be extended from 45 to 55 days so that the independent state authorities, organisations and bodies, and National Assembly services have enough time to make the relevant decisions.

The Committee members adopted the Proposal of the Decision on the manner and deadline for the submission of information for the determination of the maximum number of full-time employees in the support services of the National Assembly and independent state authorities, organisations and bodies, with amendments to item 2 relating to the extension of the deadline from 45 to 55 days.

Fiscal Council member Vladimir Vuckovic elaborated the Fiscal Council’s request to employ new staff under occasional service and other contracts, saying that this in fact relates to the renewal of contracts with already recruited staff.

The Committee members decided to grant consent to the Fiscal Council’s request to employ new staff under occasional service and other contracts for the employment of 10 staff members under occasional service contracts, additional engagement under temporary service contracts, up to four times in 2016 for two persons, and the engagement of an internal auditor for one audit of up to 30 days, during 2016.

The Committee also reviewed the Anti-Corruption Agency’s request for additional recruitment of staff, elaborated by Milan Prebiracevic of the Anti-Corruption Agency. He said that the Anti-Corruption Agency requests the engagement of one person under occasional service contract and three persons under temporary service contracts.

The Committee members decided to grant consent to the Anti-Corruption Agency’s request for additional recruitment of staff under occasional service and temporary service contracts.

The Committee members went on to decide to channel funds in the amount of 75,127.57 RSD from the National Assembly Solidarity Fund into the Budget Fund for the treatment of illnesses, conditions and injuries that cannot be successfully treated in the Republic of Serbia.

The Committee members also established the list for A-1 and A-2 parking stickers.
