55th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 3 September 2021, the members of the Committee on Constitutional and Legislative Issues discussed the work on the drafting of the act on amending the Constitution of the Republic of Serbia and the Draft Act of the Constitutional Law for the implementation of the Constitution of the Republic of Serbia with the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia.


Prof. Dr Vladan Petrov, member of the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia, full-time professor of the Faculty of Law, University of Belgrade, judge of the Constitutional Court of the Republic of Serbia and member of the Venice Commission for Serbia, said that the proposed text the Working Group has been working on in the previous period was close to the form of an amendment and would, after the next sitting of the Committee on Constitutional and Legislative Issues, be forwarded for evaluation to the Venice Commission. He added that the process of transparency and inclusiveness has been achieved, which was necessary to set down the proposed text, and that its objective was to present concrete solutions to the Committee.

Dragana Boljevic, member of the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia, judge of the in Belgrade Appellate Court, honorary president of the Judges’ Association of Serbia, pointed out that the version of the current text was improved compared to the previous time, in 2018, when the procedure was not brought to completion.

In the ensuing discussion, the Committee members and other members of the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia voiced arguments and opinions concerning the proposed text.

Jelena Zaric Kovacevic said that the next sitting of the Committee on Constitutional and Legislative Issues where the MPs would ascertain the text of the act on amending the Constitution and the text of the of the constitutional law for the implementation of the Constitution of the Republic of Serbia, to be presented at public hearings on 13, 14, 16 and 17 September, would be held on 6 September.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic.
